DISTINGUISHING FEATURES OF THE CLASS
The Emergency Communications Director is responsible for the administration of the Countywide 911 Emergency Communications System. General responsibilities include the following: plans, develops, and implements ECS components; manages operations of system communications center; supervises administrative and communications staff; coordinates ECS operations with user representatives and emergency service providers; develops and administers operating policies, procedures and standards; prepares budget proposals and manages financial resources; administers database and record keeping functions; represents ECS in relation with regulatory and service agencies. The work is performed with broad discretionary authority under the administrative direction of the County Executive. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, organizes and directs the operations of the County-wide 911 Emergency Communications System including the management of the communications center facilities, resources, equipment and staff, and coordinating the administration of an effective emergency communications network.
Consults with, assists and advises user representatives and emergency service providers to obtain required coordination, support, and problem resolution.
Administers the staffing and personnel functions of the ECS; develops and recommends staffing levels and structure; hires, assigns, directs, schedules, evaluates performance, counsels and disciplines staff; administers terms and conditions of personnel rules and labor contracts; processes grievances and appeals and develops and administers training programs to ensure proficiency of communications staff.
Develops and presents budget proposals for ECS operations, administers department revenues and expenditures, and performs long-range resource planning as required.
Prepares specifications for the purchase of communications equipment, identifies deficiencies in systems hardware and administers service contracts to maintain equipment.
Monitors ECS compliance with regulatory standards and statutes to maintain required certifications for systems operation, and represents ECS in relations with regulatory agencies.
Represents ECS in meetings with public boards and organizations, the news media, etc., as requested for public dissemination of information about the emergency communications system, and in resolving complaints.

Thorough knowledge of management principles and practices applied in a public service agency.
Considerable knowledge of the resources, technology, standards, regulations, and current operating practices for effective administration of public safety emergency communications.
Ability to effectively manage ECS operations and resources and apply basic supervisory principles, techniques and personnel regulations.
Ability to effectively communicate orally and in writing.
Ability to establish and maintain effective work relations with staff, public officials, and the general public.
