DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for managing, planning, organizing and directing the security and operations of the Sheriff’s Office Department of Correction. Work is performed at an executive level under the general supervision and direction of the Chief Deputy of Correction. This position requires significant interaction with the Special Assistant to the Chief of Correction (Administrative), Chief Deputy of Correction and other Departments within the Sheriff’s Office. The class exercises general and direct supervision over related departmental staff. May assume the duties and responsibilities of the Chief Deputy of Correction in his/her absence. Does related work as required.

TYPICAL WORK ACTIVITIES

Manages, plans, organizes, and directs security programs, activities, and operations of a correctional facility.

Assesses existing security activities and operations; takes remedial action as required.

Coordinates security and operations of the Sheriff’s Office Department of Correction with law enforcement, judiciary, probation and parole agencies at the direction of the Chief Deputy of Correction on behalf of the Sheriff.

Establishes and maintains uniform security and operations methods and procedures for all categories of incarcerated offenders.

Assures the proper classification of all offenders through the case management planning process with appropriate internal personnel and external agencies.

Monitors and inspects all Department facilities and takes remedial action where required to ensure secure operations.

Oversees medical and mental health services for inmates.

Oversees the operations of the Department security operations division to ensure compliance with established security, health, life and safety standards.

Oversees inmate work programs throughout the facility.

Exercises general and direct supervision over departmental staff responsible for security and operations.

Prepares a variety of regular and special reports, both oral and written.

Conducts confidential and highly sensitive investigations and makes both oral and written reports to the Chief Deputy of Correction.

May assume the responsibilities of the Chief Deputy of Correction in his/her absence.

Thorough knowledge of modern correctional practices and procedures, especially those relating to security and operations of correctional system.

Thorough knowledge of the principles and methods of administration, supervision and management.

Thorough knowledge of departmental policies, procedures and objectives.

Thorough working knowledge of laws, regulations, and statutes relating to conditions of confinement and detention of offenders.

Thorough working knowledge of the functions and methods of related agencies and institutions such as; courts, law enforcement agencies, penal institutions, probation and parole agencies.

Thorough knowledge of the laws relating to pre and post-trial detention.

Working knowledge of the budgetary process and ability to develop a security and operations annual operating budget.

Working knowledge of personnel practices, Labor Relations procedures, including contract regulations and compliance as it relates to security and operations staff.

Ability to facilitate professional development among peers and subordinate staff.

Ability to plan, organize and direct security and operations of a department of correction.

Ability to establish and maintain effective working relationships with peers, subordinates and supervisors.

Ability to communicate effectively with the public.

Ability to prepare and communicate clear, concise, comprehensive, oral and written reports and directives.

Ability to evaluate security and operations against departmental objectives and to make remedial action when appropriate.

MINIMUM QUALIFICATIONS

A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's Degree or higher and (3) three years of professional level experience, one (1) year of which must have been on an executive level in corrections as a Deputy Commissioner, Assistant Commissioner, Executive Assistant staff member to a Commissioner of Correction or a comparable title and/or role, such as Correction Lieutenant, or Correction Captain.

B) Seven (7) years of paraprofessional or professional level experience or its part time equivalent, three (3) years of which must have been in a professional level capacity and one (1) year of which must have been on an executive level in corrections as a Deputy Commissioner, Assistant Commissioner or Executive Assistant staff member to a Commissioner of Correction or a comparable title and/or role.

C) An equivalent combination of training and experience as defined by the limits of A and B.
