DISTINGUISHING FEATURES OF THE CLASS

This work involves responsibility for supervising and carrying out an education program for residents of the Onondaga County Department of Correction. The program provides opportunities for inmates to participate in basic education, high school equivalency preparation, vocational education, lifeskills programs, health education, drug and alcohol education, and any other areas relating to the educational needs of the population. An employee in this class must exercise initiative in adapting programs to meet the situations and needs of individual residents. Activities are coordinated between the Department of Correction and community agencies; the employee coordinates the activities of professional staff of other agencies in developing and providing appropriate programs for inmates. General supervision is received from an administrative superior, usually the Director of Programs Services, and performance is reviewed through number of program participants, number of high school equivalency diplomas (GED) granted, responsiveness of programs to identified inmate needs and interests, compliance with Department policies and procedures, and a formal program evaluation process. Supervision is exercised over professional personnel who provide classroom instruction, tutorial services and other educational programs at the facility. Does other related work as required and/or directed.

TYPICAL WORK ACTIVITIES

Works with professional staff of community agencies to plan, develop and implement full range of educational programs and to Identify and recruit appropriate inmate participants.

Schedules full range of educational program activities, including room assignment and provision of instructional materials.

Maintains compliance with all federal, state and local laws, rules, regulations and standards.

Arranges and conducts needs assessment, educational levels tests and other screening and assessment processes to determine appropriate inmate program assignment.

Provides guidance and academic counseling to inmates relative to their educational requirements and participation in educational programs.

Insures adherence to procedures relating to the safety and security of inmates, staff and physical plant by instructing and supervising educational services personnel and volunteers on facility policies and procedures.

Evaluates effectiveness of educational programs through a formal program evaluation process.

Prepares monthly, quarterly and annual reports, and others as necessary.

Refers residents who are going to be released to BOCES and other community agencies and generally assists these residents in their educational plans.

Addresses lay and professional groups on educational programs.

Teaches academic subjects in classroom situations in the absence of the teacher or as required, depending on expertise in particular subject matter.

Utilizes audio-visual aids for resident educational programs.

Maintains compliance with law library regulations and oversees general and law library operations.

Good knowledge of the facility's education program.

Good knowledge of the principles and techniques of teaching.

Good knowledge of Adult Basic Education, GED and other remedial and innovative educational programs and practices, and the ability to implement such programs in a correctional setting.

Good knowledge of the facility's policies and procedures relating to the safety and security of inmates, staff and the physical plant.

Good knowledge of inmate classification procedures.

Good knowledge of New York State minimum standards pertaining to the educational requirements of a correctional facility.

Working knowledge of the personality and behavioral problems associated with individuals who are incarcerated and/or who have learning disabilities.

Working knowledge of the subject matter(s) presented.

Ability to plan, direct and supervise educational programs.

Ability to communicate effectively with the inmate population at the facility.

Ability to effectively communicate ideas and concepts.

Ability to coordinate and supervise professional and paraprofessional personnel involved in the educational program.

Ability to speak before community service groups about education programs.

MINIMUM QUALIFICATIONS

A. Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate Degree and two (2) years of teaching experience, or its part time equivalent, one (1) year of which must have been in a correctional, special education, adult education or similar type setting, or,

 

B. Graduation from a regionally accredited or New York State registered college or university with a Masters Degree and one (1) year of teaching experience or its part time equivalent, in a correctional, special education, adult education or similar type setting.

 

SPECIAL NECESSARY REQUIREMENTS

 

In addition to the above qualifications, candidates must possess one of the following:

 

1.) Provisional or permanent Teaching Certificate appropriate to teaching specialty issued by the NYS Education Department; or,

 

2.) Current Teaching Certificate in General Adult Education issued by the NYS Education Department.
