DISTINGUISHING FEATURES OF THE CLASS

 

This position has responsibility for establishing a continuum of juvenile justice services including detention (secure and non-secure), Family Court diversion, alternatives to placement and placement. Under the general direction of the Commissioner of Children and Family Services, the Director of Juvenile Justice and Detention Services directs, develops and coordinates all activities in the operation of the Hillbrook Detention Home, an institution for the safe custody and limited detention of delinquent children. This position also directs the Probation Department’s Juvenile Justice Program which includes responsibility for monitoring the operation of non-secure detention programs subcontracted to community agencies. Work is performed in accordance with established laws, regulations and policies with considerable latitude given for the exercise of initiative and independent judgment in the planning, directing and administration of services.

Supervision is exercised directly over the Director of Operations at the Hillbrook Detention Home, whose primary responsibility is the day-to-day operation and management of the facility, and indirectly over other staff who provide clerical, educational, medical, psychiatric and social work persons at the facility. Further supervision is exercised over probation staff who are involved in juvenile justice programs. Work is reviewed by the Commissioner of Children & Family Services through written reports and conference. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Oversees the administration, management, and operation of the Hillbrook Detention Home which includes the following:

Establishes and implements policies governing the operation and management of the Hillbrook Detention Home.

Enforces standards, setting goals and program objectives and overseeing the daily activities of the Home through inspection and conferences.

Oversees the personnel function regarding employment, orientation and training of new employees, as well as other personnel matters.

Provides direction to residential care staff on policy interpretation, institutional management as it relates to group living for delinquent children, the non‑penal concepts of delinquent detention and emphasizes the policies of sympathy, tact, understanding and rehabilitation.

Speaks to concerned and involved groups as to the institution's goals, current programs and problems of children in an institutional setting.

Prepares and controls the budget for the institution.

Prepares statistical and narrative reports regarding departmental activities.

Directs the Probation Department’s Juvenile Justice Program which includes the following:

Plans and develops programs in responsive to needs and problems of juvenile delinquents.

Monitors and administratively supervises non-secure detention programs subcontracted to community agencies including the Salvation Army, Rape Crisis Center, Berkshire Preventive, Cayuga Counseling, and Liberty Resources.

Collaborates with in-house and outside professional personnel regarding juvenile justice practices, planning and funding.

Participates in school district planning for the juvenile justice population.

Provides information and recommendations to the Commissioner of Probation in the area of non-secure detention programming based on community needs, existing services and facilities, analysis of costs and other pertinent factors.

Reviews and develops departmental policies and procedures involving juvenile justice.

Prepares statistical and narrative reports regarding departmental activities.

Ability to prepare clear and concise written reports, including contracts and budget proposals.

Ability to express oneself clearly and concisely verbally and in writing.

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

 

PROMOTIONAL:

One (1) year of permanent competitive class status in the title of Assistant Director of Juvenile Detention Services.

 

OPEN-COMPETITIVE:

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regent to grant degrees with a masters degree, and four (4) years of work experience, or its part time equivalent, in juvenile justice and/or residential child care such as in an institution, residential treatment center or group home of seven or more juveniles, two (2) years of which must have been in a supervisory/administrative capacity; or,

 

B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regent to grant degrees with a baccalaureate degree, and six (6) years of work experience in juvenile justice and/or residential child care such as in an institution, residential treatment center or group home of seven or more juveniles, two (2) years of which must have been in a supervisory/administrative capacity.
