DISTINGUISHING FEATURES OF THE CLASS


The work involves responsibility for assisting the Commissioner of Probation in the initiation, formulation, review and direction of activities undertaken by the Probation Department. The position requires interaction with judges, legislators, department heads and senior officials of City/County/State/Federal government. Direct and indirect supervision is exercised over departmental staff. The Deputy Commissioner of Probation will act for and represent the Commissioner of Probation in his/her absence. Does related work as required.


TYPICAL WORK ACTIVITIES


Assists in planning and developing policy for the Probation Department.

Assists in the development and administration of the department’s budget.

Direct and supervise the department’s Fiscal Office.

Leads and works on projects at the request of the County Executive’s Office including data analysis and program development.

Handle complex personnel issues, for example, complaints such as sexual harassment.

Chair of Conditional Release Commission.

Staff Criminal Justice Advisory Board for County Administrator of Human Services.

Responds to issues from the general public and media.

Writes grant proposals; develops and implements programs.

Participates in hiring, promoting, disciplining and terminating staff.

Organizes and manages work groups either on department related issues or participates in interdepartmental work groups.

Attends training and conferences either as a presenter or participant and maintains good knowledge of current trends in Criminal Justice, Juvenile Justice and Human Services.

Reviews and develops department policies and procedures.

Thorough knowledge of the purposes, principles, terminology and practices employed in public administration and probation law

Thorough knowledge of legislation, current problems and professional literature in the field of public administration and probation law.

Thorough knowledge of local and state law, procedures and policies as they relate to the mission of the department.

Thorough knowledge of the purposes and potential of probation as a component of the Criminal Justice System.

Good knowledge of administrative planning, management and supervision as it applies to the position.

Good knowledge of the Criminal Justice System, the organizations contained within, and the functions of each.

Good knowledge of public administration techniques in the budgetary, personnel and management areas.

Good knowledge of the preparation of statistical, technical and narrative reports regarding department activities.

Ability to engage a diverse group of people in difficult, complex and sometimes dangerous tasks.

Physical condition commensurate with the demands of the position.


MINIMUM QUALIFICATIONS


Promotion - Two (2) years of permanent service as a Principal Probation Officer


Open Competitive:


Five (5) years in an administrative or executive position having responsibility for more than 35 Probation Officers in a Probation Agency.
