DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for providing staff assistance by coordinating policy and procedures and to ensure uniformity in providing staff services related to budget and fiscal processes, purchasing, work processing, personnel and office management within the Personnel Department. Work is carried out in accordance with policies and directives set by the Commissioner. Supervision may be exercised over subordinate employees. Does related work as required.
TYPICAL WORK ACTIVITIES
Carries out a system to monitor expenditures, identify overruns, surpluses, and the need for transfers, and recommends actions to ensure appropriate disbursement of funds.
Monitors purchase procedures to ensure adequate safeguards exist to prevent waste and duplication.
Analyzes financial data to ensure all fiscal operations are conducted at optimal levels of efficiency.
Works with other Personnel Department administrators and officers regarding goal and objective setting and evaluating overall departmental performance.
Monitors contracts and grants affecting the department to fulfill reporting and other requirements.
Manages all physical aspects of the department such as space allocation, phones, transportation, mail, security, equipment, and other related items.
May supervise a small number of professional and paraprofessional staff.

Thorough knowledge of the principles and practices of management and administration.
Good knowledge of budgetary principles and practices.
Good knowledge of principles and practices of personnel administration.
Good knowledge of principles and practices of public administration.

Ability to organize and present ideas and recommendations clearly both orally and in writing.

Ability to establish working relationships with staff, other departments, and outside agencies.
MINIMUM QUALIFICATIONS
Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and two (2) years professional level work experience, or its part time equivalent, performing public administration, administrative analysis, office management, or a closely related field, of which must have been in a human resources, personnel or labor relations office; or,
Six (6) years of full time paraprofessional or professional level work experience, or its part time equivalent, two (2) years of which must have been in a professional level capacity as described above; or
An equivalent combination of training and experience as defined by the limits of (A) and (B).
