DISTINGUISHING FEATURES OF THE CLASS


This is a responsible administrative position with immediate charge of planning and directing all activities of one or more specialized bureaus within the Division of Environmental Health. An employee in this class is responsible for planning, directing and execution of environmental health programs and in the enforcement of the Public Health Law and County and State Sanitary Codes in the field of environmental health. Does related work as required.


TYPICAL WORK ACTIVITIES


Interacts with other government and agency officials to promote and implement environmental health program activities.

Reviews and evaluates existing and planned environmental health programs and implements measures for continual improvement.

Provides technical assistance to staff, the public and facility operators.

Promotes training for environmental health personnel.

Promotes reciprocal agreements between health departments and other local agencies in the inspection of various facilities falling within the Sanitarians’ area of responsibility.

Analyzes QI data and implements improvements in procedures and practices.

Consults and advises staff, facility operators and the public on the more complex and specialized aspects of environmental health activities and matters.

Participates in public health preparedness activities as trained and assigned.

Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.



FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS


Comprehensive knowledge of the principles, laws and regulations relating to environmental health and a broad knowledge of public health principles.

Good knowledge of government and interagency cooperation procedures.

Ability to oversee and administrate program activities and staff.

Ability to develop, maintain and promote good public relations.

Professional judgment.


MINIMUM OUALIFICATIONS


Promotion:

One (1) year of permanent competitive class status as a Sanitarian III.


Open Competitive:


Four (4) years of professional level work experience equivalent to that of a public health sanitarian in a New York State, County, City Department of Health, one (1) year of which must have been in a supervisory capacity with responsibility for assisting in the planning, directing and coordinating of environmental health activities.
