DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing specialized and more complex professional environmental health work and assists higher level Engineers and Sanitarians in planning, directing and coordinating environmental health activities. This is a responsible supervisory position with immediate charge of one or more specialized programs within a Bureau of the Division of Environmental Health. The work involves either the responsibility for planning, supervising and carrying out one or more environmental health programs or the responsibility for assisting in planning, directing and coordinating environmental health activities. Supervision is exercised over a staff, which may include Sanitarians, Environmental Health Technicians and Environmental Health Aides. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.
TYPICAL WORK ACTIVITIES
Guides and directs education and regulatory activities pertaining to programs within the Division of Environmental Health.
Performs services in those areas of activities carried on by Sanitarians in all grades.
Supervises enforcement of provisions of Public Health Law and County/State Sanitary Codes relating to program(s).
Reviews and evaluates existing and planned environmental health programs.
Provides technical assistance and promotes training for environmental health personnel.
Promotes reciprocal agreements between health departments in the inspection of various facilities falling within the Sanitarians' area of responsibility.
Supervises a staff of subordinate environmental health personnel.
Participates in QI studies and interpretation of data/information collected. Assists in data analysis.
Consults and advises staff, facility operators and the public concerning the program activities carried on in relation to sanitary control of food, housing, nuisances, regulated facilities, insect and rodent control and water supply and sewage disposal.
Reviews environmental health information gathered regarding illness outbreaks to determine and implement intervention measures to eliminate the source of disease.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of environmental health principles, Public Health laws and Sanitary Codes and modern inspection methods relating to environmental health programs.
Good knowledge of the principles and practices of supervision.
Ability to train and supervise the work of others.
Ability to plan, develop and supervise environmental health programs and staff assigned.
Ability to develop and maintain good public relations and deal satisfactorily with the public and other officials.
Professional judgement.
MINIMUM QUALIFICATIONS
Promotion:
One (1) year of permanent competitive class status in the title of Sanitarian II.
Open Competitive:
Three (3) years of professional level work experience as a Public Health Sanitarian in a New York State, County, or City Department of Health, one (1) year of which must have been in a supervisory capacity.
