ENVIRONMENTAL HEALTH TECHNICIAN II 42520
The work involves responsibility for participating in sub-professional environmental health inspection work by overseeing the details of and carrying out the more difficult phases of environmental health inspection activities. The work involves the gathering of information for use by Public Health Engineers and Public Health Sanitarians in determining compliance with local and State Sanitary Code requirements. The work is performed under the general supervision of a technical superior. An employee in this class, acting as the lead worker, may direct the daily work activities of Environmental Health Technician’s I. Does related work as required.
Perform duties of Environmental Health Technician on more difficult work than that generally handled by an Environmental Health Technician.
May arrange inspection or block survey schedules; may assign the work of environmental health staff.
Prepares detailed reports of inspections and maintains records and statistics of activities.
Carries out inspection policies, priorities and enforcement activities outlined generally by superior.
Participate in the various functions of vector control programs including vector surveillance and control activities.
Handles office and field conferences and correspondence regarding environmental health programs. Testifies at hearings concerning inspection results.
Assists in the training of inspection personnel.
Due to large geographic area of Onondaga County, operates a motor vehicle to travel between inspection sites and transport necessary equipment and supplies.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
Good knowledge of accepted principles and practices relating to environmental health activities and inspection.
Good knowledge of acceptable compliance with the Onondaga County and New York State Sanitary Code.
Ability to plan the work of others.
Ability to establish and maintain cooperative relationships with the public.
Ability to train subordinates in accepted environmental health inspection techniques.
Good observation techniques.
Two (2) years of permanent competitive class status in the title of Environmental Health Technician I.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associates Degree or higher including or supplemented by a minimum of fifteen (15) semester credit hours in natural sciences of which not more than six (6) credit hours may be in the applied sciences and two (2) years of work experience, or its part-time equivalent, as an Environmental Health Technician or as a Public Health Technician in a New York State city or county or the State Department of Health; or,
B. Successful completion of sixty (60) semester credit hours from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees including a minimum of fifteen (15) semester credit hours in natural sciences of which not more than six (6) credit hours may be in the applied sciences and two (2) years of work experience, or its part-time equivalent, as an Environmental Health Technician or as a Public Health Technician in a New York State city or county or the State Department of Health.
NOTE: The term natural science means a science such as biology, chemistry, or physics that deals with the objects, phenomena, or laws of nature and the physical world. It includes all physical and biological sciences.
The term applied science means science based courses in environmental technology, sanitation technology, medical technology, public health, infection control or food science.
When required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL, including any special endorsements, as required for the type of vehicle being operated.
