DISTINGUISHING CHARACTERISTICS OF THE CLASS

 

The work involves responsibility for direct personal contact with tenants of the Syracuse Housing Authority to investigate tenant problems and lease violations, and to conduct housekeeping inspections. Under general supervision, an incumbent in this class also informs tenants of Housing Authority rules, regulations and policies and facilitates the flow of information related to tenant needs between tenants and appropriate departments. Assignments are received both orally and in writing. Work is reviewed through the submission of reports and conferences. Supervision is not exercised in this class. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Meets with tenants to investigate problems related to housekeeping, noise, neighbor relations, pets and lease violations including non-payment of rent, persons living in apartments who are not on the lease, etc; makes appropriate reports to supervisor.

Conducts housekeeping inspections of tenant apartments in response to complaints or reports, noting property damage, unsanitary conditions, extermination needs, etc.; makes reports and conducts follow‑up inspections.

Facilitates the flow of information between tenants and Housing Authority departments by observation of tenant premises regarding tenant needs, such as maintenance, social services, etc.

Provides information and assists the staff of Housing Authority department in the resolution of tenant/landlord problems.

Informs tenants verbally and in writing of the rules, regulations and policies outlined in a tenant handbook.

Prepares and distributes to tenants information regarding new or changed management policies affecting tenants.

Assists in the preparation of documentation for eviction procedures.

Prepares written reports as required.

Good knowledge of the policies, rules and regulations of the Housing Authority as they relate to tenants.

Good knowledge of the housing neighborhood and problems of the area.

Ability to establish and maintain good relationships with tenants.

Ability to communicate effectively, both orally and in writing.

Ability to perform housekeeping inspections.

Ability to prepare simple check list and oral reports.

Ability to follow written and oral instructions.

 

MINIMUM QUALIFICATIONS

 

One (1) year of work experience, or its part time equivalent, in a human services agency involving personal contact to provide services or resolve complaints.
