DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for performing technical work inspecting heating, ventilation and air conditioning (HVAC) installations to determine and insure conformity to required specifications and compliance with local and state HVAC code requirements. Duties require technical examination and the application of HVAC trade practices use in inspection work. Assignments are generated by the receipt of building permits and referrals. The employee in this class deals with the public and must use tact and judgement in maintaining such relationships. General supervision is received from an administrative superior. This class does not exercise supervision but may assist in on site and in-house HVAC training for new and current employees. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Performs technical inspections on heating, ventilation and air conditioning equipment in the process of construction or repair for compliance with approved plans, specifications and present ordinances/laws.

Conducts field inspections of commercial and industrial HVAC systems.

Investigates complaints of defective or inadequate HVAC systems and issues violation notices to owners of buildings with such conditions.

Explains requirements of state and city building codes to contractors and the general public.

Maintains records of inspections using departmental report forms and/or software programs through the use of a computer.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Thorough knowledge of modern practices, principles, materials and tools used in HVAC installations.

Good knowledge of all current codes, regulations and laws governing HVAC installation.

Working knowledge of HVAC systems and their installation, including Syracuse Mechanical Code, Building Code of New York State, Mechanical Code of New York State and Fuel Gas Code of New York State.

Ability to read and interpret HVAC construction specifications and plans, and to recognize deviation from such plans in the construction process.

Ability to keep accurate records and prepare concise reports with the use of a computer.

 

MINIMUM QUALIFICATIONS

 

A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associates Degree in HVAC construction or a closely related field and four (4) years of work experience, or its part time equivalent, in HVAC installation or related work in which the major job function must have involved the application of HVAC codes to the construction, installation, repair or maintenance of HVAC systems; or,

B) Six (6) years of work experience, or its part-time equivalent, in HVAC installation or related work in which the major job function must have involved the application of HVAC codes to the construction, installation, repair or maintenance of HVAC systems; or,

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

 

SPECIAL NECESSARY REQUIREMENT

 

Within six (6) months of appointment must successfully complete the licensing examination for a Master Class A Mechanical License.

Once appointed, candidates must meet the training and certification requirements set forth by the Office of Fire Prevention and Control. (see section 434.5 – Certification of Code Enforcement Personnel – of the Official Compilation of Codes, Rules and Regulations of the State of New York (NYCRR).
