DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for the planning, organizing and administering of a program of residential and non-residential structure inspections and revitalization. The work requires the administration and enforcement of all local, state and national laws, rules, regulations and codes in maintaining the quality and integrity of existing structures, construction of new structures and rehabilitation of existing structures. The incumbent oversees and participates in code enforcement work, which includes the performance of building and structure inspections. Work is performed under the general direction of the Town Supervisor with considerable leeway allowed for the exercise of independent judgment in the planning and direction of the division’s goals. General supervision is exercised over a large number of professional, paraprofessional and supervisory personnel. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs and coordinates the Town Code Enforcement program in the areas of the State Uniform Fire Prevention and Building Code and enforcement of local laws and ordinances in related areas; performs all related code enforcement duties.
Plans, supervises, and monitors the work of subordinates; evaluates job performance and completes performance appraisals and makes final recommendations on hiring, termination and disciplinary actions related to department staff.
Inspects buildings and structures in the process of construction or repair for compliance with approved plans and specifications and all requirements of applicable ordinances and laws.
Sets goals and internal departmental policies and procedures.
Prepares the annual departmental budget requests and controls budgetary expenditures.
Oversees the process of applications for permits and the issuance of building permits and certificates of occupancy.
Handles customer complaints involving contractors, construction quality and other issues; interprets codes and advises contractors and property owners on code regulations.
Ensures inspections are completed timely, contractors meet State requirements, and that appropriate re-inspections and corrective actions are taken and/or work stoppage orders are issued as necessary.
Acts as liaison to other code enforcement agencies and related departments to ensure uniformity in standards and enforcement.
Reviews reports submitted by code enforcement staff.
Supervises the preparation of departmental records and reports.
WHEN ASSIGNED TO THE VILLAGE OF EAST SYRACUSE
Administers Rental Registration and Inspection Program. Performs inspections of rental properties for compliance with all requirements of applicable ordinances and laws.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of building, electrical, plumbing and mechanical code enforcement.
Thorough knowledge of pertinent Federal, State and Local laws/ordinances regarding building code enforcement.
Good knowledge of building and construction principles and practices.
Ability to plan, program, supervise and control the work and employees involved in a number of diversified program areas.
Ability to read and interpret plans, specifications, and blueprints quickly and accurately to compare them with the various codes and with construction in progress.
Ability to establish and maintain effective working relationships with various county officials, subordinates, contractors, builders and the general public.
Ability to exercise sound judgment and discretion as well as communicate effectively both orally and in writing.
MINIMUM QUALIFICATIONS
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in architecture, building construction technology, fire protection technology, engineering or a closely related field, and three (3) years of work experience, or its part-time equivalent, in the performance of building or fire inspections or code enforcement activities, or in building trades, building construction or repair, or firefighting*, two (2) years of which must have been in a supervisory capacity; or,

B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree in architecture, building construction technology, fire protection technology, engineering or a closely related field, and five (5) years of work experience, or its part-time equivalent, in the performance of building or fire inspections or code enforcement activities, or in building trades, building construction or repair, or firefighting*, two (2) years of which must have been in a supervisory capacity; or,
C. Seven (7) years of work experience, or its part time equivalent, in the performance of building or fire inspections or code enforcement activities, or in building trades, building construction or repair, or firefighting*, two (2) years of which must have been in a supervisory capacity.
*Note: Work experience in firefighting means length in time in calendar years as an active member in good standing in a fire department. This does not have to be full-time experience.
Note: New York State Public Officers Law requires United States citizenship.
Special Necessary Requirement
Once appointed, candidates must meet the training and certification requirements set forth by the Office of Fire Prevention and Control (see section 434.5-Certification of Code Enforcement Personnel-of the Official Compilation of Codes, Rules and Regulations of the State of New York (NYCRR)).
