DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for directing the activities of the Onondaga County Veteran's Service Program, which assists veterans in obtaining benefits under various Federal and State Statutes. The incumbent is responsible for supervising the preparation and filing of claims and for advising veterans in matters pertaining to veteran's rights and benefits. Work is performed within the scope of established laws, rules and regulations pertaining to veteran's benefits and the employee is expected to use considerable initiative and judgement in the interpretation of the rules and regulations and in finding solutions to difficult personal problems. Supervision is exercised over Veterans Service Officers. Does related work as required.
TYPICAL WORK ACTIVITIES
Administers the activities of the Onondaga County Veteran Service Agency;
Confers with county officials, and representatives of veterans service organizations on new legislation or other matters of interest to veterans;
Prepares and processes claims, applications and appeals for pensions,
compensation, medical treatment and other military service benefits;
Procures documentation required for validation of claims and follows up on the claims process to assure prompt action.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of federal, state and local legislation affecting war veterans, survivors and dependents;
Thorough knowledge of benefits and services available to claimants;
Ability to establish and maintain good public relations and to deal understandingly with veterans problems;
Ability to plan, supervise and review the work of others;
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Candidates must be a *veteran of the armed forces with a discharge or separation from active duty under honorable conditions and a high school graduate (or equivalent) and four (4) years of work experience, or its part-time equivalent, in program administration or public relations.
* Article 17 of the Executive Law of New York State defines a veteran as someone who served on active duty in the armed forces during a wartime period.
