DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for supervising a small aquatics program or assisting in the supervision of a large program in a jurisdiction. Under general supervision from a higher level administrator, an employee in this class organizes and carries out a small aquatics program or assists in the organization and supervision of a large aquatics program. Direction is in the form of budgets and predetermined program objectives. The work is reviewed through conference and evaluation of results. An employee in this class supervises such titles as Swimming Facility Managers, Assistant Managers, Lifeguards and Recreation Activity Specialists and is responsible in whole or in part for their recruitment, hiring, training, evaluation and discipline. This class is subordinate to an Aquatics Director when it exists in a large jurisdiction and differs from the Aquatics Director in that the Aquatics Supervisor is not responsible for budget proposals or setting of program goals and guidelines. The Aquatics Supervisor is responsible for the organization and supervision of a large segment of the aquatics service, such as, management of a number of pools or of a number of special programs including a large number of personnel. Does related work as required. This position is non-competitive when part time and/or seasonal.

 

 

TYPICAL WORK ACTIVITIES

 

Recruits, interviews, hires or recommends for hiring, and trains Lifeguard staff in water rescue and first aid procedures according to American Red Cross, State, County and local standards.

Recruits, interviews, hires or recommends for hiring and trains Swimming Facility Managers in water safety standards and management techniques.

Visits swimming facilities or programs regularly to inspect for cleanliness of facility, proper safety and guarding precautions, organization and effectiveness of programs, and/or proper record keeping techniques.

May collect lists of needed supplies and order to refer to clerical staff for ordering.

May provide training and resources for specific programs and in program management, ordering special supplies and awards, reviewing regular oral and written reports of program progress; may schedule pool time for special events and intrajurisdictional meets in swimming, diving, synchronized swimming, water polo and so on; may act as judge at such meets and events.

Consults with Swimming Facility Managers on staff preferences; assigns or recommends assignment of personnel to work sites.

Conducts regular staff meetings for Swimming Facility Managers to inform them of department standards, goals and regulations, future scheduling and to discuss and solve problems and mutual difficulties.

May conduct swimming and lifesaving tests in the water by acting as a Director or "victim" to qualify prospective candidates for jobs as Lifeguards.

Thorough knowledge of skills, teaching concepts and rules of the specialized swimming program or sport involved.

Thorough knowledge of water rescue and first aid techniques.

Thorough knowledge of swimming facility and program management and safety standards.

Good knowledge of principles and practices of supervision.

Good knowledge of teaching techniques for courses in lifesaving and all levels of swimming.

Skill in swimming, water rescue and first aid.

Ability to supervise a large number of subordinates in a manner conducive to high effectiveness and morale.

Ability to enforce rules and regulations firmly and tactfully.

Ability to prepare reports, written and oral, ranging from simple numerical listings, such as attendance figures added for a total program or facility to simple narrative reports of program difficulties and progress.

Physical condition commensurate with the demands of the position.

 

 

MINIMUM QUALIFICATIONS

 

Promotion:

 

Two (2) years of permanent competitive class status in the title of Swimming Facility Manager.

 

 

Open Competitive:

 

Two (2) years of work experience, or its part time equivalent, in organizing, supervising and/or conducting a specialized swimming or water sport program or in supervising the operation and maintenance of either a municipal pool or natural water swimming area.

 

NOTE:

A baccalaureate degree in Recreation or Physical Education from a regionally accredited or New York State registered college or university may be substituted for one (1) year of experience described above.

 

 

SPECIAL NECESSARY REQUIREMENT AT TIME OF APPOINTMENT

 

1. Possession of a current Lifeguard Training Certificate from the American National Red Cross or equivalent certificate from the YMCA or other certifying agency; and,

 

B) Possession of a current CPR for Professional Rescuer Certificate from the American National Red Cross or other equivalent certifying agency on the basis of standards approved by the New York State Commissioner of Health.

 

 

When assigned to teach swimming:

 

Possession of the American National Red Cross Water Safety Instructor Certificate or equivalent certificate from the YMCA or other certifying agency.
