DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for providing staff assistance by coordinating policy and procedures and to ensure uniformity in providing staff services related to the budget and fiscal processes, purchasing, personnel administration, work processing, and office management. Work is carried out in accordance with policies and directives set by the Commissioner. Supervision is exercised over subordinate employees. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Carries out a system to monitor expenditures, identify overruns, surpluses, and the need for transfers, and recommends appropriate actions to ensure appropriate expenditures of funds.

Administers agency personnel process in terms of recruiting, screening, interviewing, selection and evaluation of employees as well as necessary reporting and record keeping requirements.

Monitors and evaluates revenue trends, forecasts and accurately projects income.

Monitors purchase procedures to ensure adequate safeguards exist to prevent waste and duplication.

Reviews and revises departmental procedures to enhance communication and ensure accountability.

Analyzes financial data to ensure all fiscal operations are conducted at optimal levels of efficiency.

Supervises a small number of professional and paraprofessional staff engaged in carrying out the aforementioned activities as well as data gathering and cost benefit analyses.

Works with other departmental administrators regarding goal and objective setting and evaluating overall departmental performance.

Monitors contracts and grants affecting the department to fulfill reporting and other requirements.

 

When assigned to the City of Syracuse Parks and Recreation Department

Administers agency personnel process in terms of recruiting, screening, interviewing, selection and evaluation of employees as well as necessary reporting and record keeping requirements.

Responsible for media and public relations as well as liaison with city legislature.

Gathers budget requests from division, reviews and evaluates same, and compiles into a cohesive, departmental request for purposes of executive approval.

MINIMUM QUALIFICATIONS

 

  1. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and two (2) years of full time professional level work experience, or its part time equivalent, in park and recreation management, public administration, or administrative analysis, at least one (1) year of which must have been in a supervisory capacity; or,

  2. Six (6) years of full time paraprofessional or professional level work experience, or its part time equivalent, two (2) years of which must have been in a professional level capacity as described above; or

  3. An equivalent combination of training and experience as defined by the limits of (A) and (B).
