DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for supervising and participating in programs offered by the City of Syracuse. These programs are usually designed to increase citizen participation in the department's affairs and to enhance the image of the
department. The Commissioner exercises administrative direction over this class. An employee in this class exercises direct supervision over a small number of subordinate staff who coordinate special events and participate in complaint investigation and resolution. Does related work as required.
TYPICAL WORK ACTIVITIES
Organizes and carries out a complaint resolution function including all procedures, forms, records and field inspections and interviews and has complete authorization to take corrective and follow-up action.
Meets with business groups, service organizations and individual citizens to solicit contributions of money, material, expertise and volunteers to maintain current levels of departmental services.
Oversees the planning and logistics of major events sponsored by the department by meeting with participants and sponsors to solve problems and to make necessary arrangements for an event.
Directs citywide program, which provides informational service to the public regarding the functions and operations of all city departments and conduct a complete investigation and follow-up of all complaints received by the service request system.
Oversees community service participants who perform various duties needed to keep the city clean, such as cleaning vacant lots and cleaning debris and graffiti from city-owned properties and buildings.
Supervises subordinates who assist and participate in complaint investigations and resolution.
Thorough knowledge of the functions and organization of Syracuse Municipal government and local business, community and civic groups.
Good knowledge of the principles and practices of administration as applied to the planning and organization of programs.
Good knowledge of the principles, practices and methods employed in complaint investigation and resolution.
Good knowledge of the principles and practices of supervision.
Ability to plan, organize and supervise programs.
Ability to relate with a variety of business, civic and community leaders.
Ability to obtain information through interviews and observation.
Ability to supervise in a manner conducive to full performance and high morale.
Ability to maintain records and prepare reports.
Promotion:
Two (2) years of permanent competitive class status as an Assistant Public Programs Supervisor.
Open Competitive:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree and two (2) years of professional level work experience, or its part-time equivalent, in planning, implementing, organizing or overseeing a community or human service program; or,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associates degree and four (4) years of paraprofessional or professional level work experience, or its part-time equivalent, two (2) years of which must have been in a professional level capacity in planning, implementing, organizing or overseeing a community or human service program; or,
C. Six (6) years of paraprofessional or professional level work experience, or its part-time equivalent, two (2)
years of which must have been in a professional level capacity in planning, implementing, organizing or overseeing a community or human service program.
