DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for importing and exporting employee data in order to conduct data analysis and evaluation of eligibility under the Affordable Care Act. The encumbent serves as the OCM BOCES liaison to service provided school districts in order to generate government required data. The work is performed under the general supervision of the direct supervision of the Payroll Manager or other superior. Does related work as required.
TYPICAL WORK ACTIVITIES
Provides assistance to school districts in the collection, analysis and interpretation of financial data.
Prepares Affordable Care Act eligibility lists and maintains records for all qualified employees including information related to initial measurement periods, administrative periods, and stability periods.
Analyzes employee data to properly classify for compliance within the Affordable Care Act requirements.
Reviews districts Health Care plans to determine compliance.
Extracts, compiles and processes employee census and payroll data for school district employees to comply with Affordable Care Act requirements.
Uses various software programs to create a compatible import file.
Establishes procedures for importing data, prepares data for export and develops reports.
Creates detailed reports of districts employees Affordable Care Act status and eligibility for federal reporting.
Creates federal reporting forms and populates with correct data for coverage and premiums.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the use of personal computer hardware/software and operating systems.
Good knowledge of the use of word processing, spreadsheets and databases.
Ability to design electronic reports.
Ability to operate printers.
Ability to communicate and maintain effective working relationships with school district personnel.
Ability to read and comprehend complex oral and written forms and instructions.
Ability to clearly and concisely express ideas orally and in writing, including technology based communications.

MINIMUM QUALIFICATIONS
Graduation with a Bachelor’s Degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees in Accounting, Math, Statistics, Business Administration or a closely related field; or,
Four (4) years of work experience, or its part-time equivalent, in analyzing payroll data which included determining eligibility for Federal programs.
An equivalent combination of training and experience defined by the limits of A) and B) above.
