Under the general supervision of the Director of Labor Management Services, this position will perform professional level duties designed to improve equal opportunity in the City of Syracuse hiring and personnel practices as well as to identify, evaluate and make recommendations to improve under-represented groups in certain job classifications. Supervision is not a function of this class. Does related work as required.
Reviews and updates the City's Affirmative Action Plan by utilizing the most current U.S. Census data.
Develops hiring goals that are designed to create a more diverse workforce.
Conducts investigations of complaints of alleged discrimination in the workforce and prepares written responses on the findings of such investigations with recommendations on the appropriate corrective action to be implemented or imposed.
Assists the various City departments in the recruitment and retention of employees.
Coordinates annual diversity and sensitivity awareness training for all City employees and functions as a "train the trainer" for other City department personnel.
Works with the City/County Human Rights Commission on complaints of alleged discriminations of protected class groups.
Assists in coordinating the City's annual multi-cultural events and festivals.
Functions as the ADA coordinator for City Services by investigating and responding to complaints involving unequal access and/or disability issues;
Prepares the bi-annual EEO-4 Report and any Affirmative Action reports requested by the Mayor's Office or Common Council Office.
Identifies training seminars that will assist current City employees in developing and improving their civil service test taking skills.
Assists the City's Safety Manager in developing and coordinating training for the City's Workplace Violence Prevention Program.
Good knowledge of the theory and practice relating to affirmative action and equal employment opportunity.
Good knowledge of diversity theory and training.
Some knowledge of the N.Y.S. Civil Service law dealing with recruitment, testing and the hiring process.
Ability to plan, organize and conduct investigations, including interviewing and analyzing complaint information.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to understand and interpret various labor contracts.
Ability to establish and maintain effective professional relationships with department heads, supervisors, co-workers and peers.
Ability to work independently and to organize workload and to meet deadlines.
Physical condition commensurate with the demands of the position.
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and two (2) years of professional level work experience, or its part-time equivalent, in personnel management, human resources, public administration, affirmative action plan development or a closely related field; or
B. Six (6) years of professional level work experience, or its part-time equivalent in personnel management, human resources, public administration, affirmative action plan development or a closely related field; or
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
