The work involves responsibility for assisting with planning, coordinating and managing the Adult Protective Services unit of the Onondaga County Department of Adult and Long Term Care Services. This position involves administrative supervisory responsibility for the unit, for determining and implementing revisions to existing programs and for planning, implementing and coordinating new programs to improve services. The employee develops policies, manual and automated systems and procedures for this unit. The employee is responsible for implementation, evaluation and compliance with state laws, regulations and standards of good practice. Work is performed under the supervision of the  Commissioner of Adult and Long Term Care Services, or designee, in accordance with established policies and objectives permitting the frequent exercise of independent judgment. Direct supervision is exercised over Case Supervisor B(s) and Senior Caseworker(s); general supervision is exercised over Case work staff and clerical/administrative support staff. Does related work as required.




Supervises and schedules the work of the Adult Protective Services staff in the service delivery area as to assignment, particular problems with clients and other related issues.

Conducts or supervises disciplinary matters and makes recommendations to the Deputy Commissioner as to the best solution and follow through.

Administers and schedules a student and volunteer help program through graduate and undergraduate schools with programs in behavioral health; maintains records, notifies schools and may evaluate student performance in field assignments.

Works as a liaison with related divisions of the Adult and Long Term Care Department to best meet the client’s needs and promote continuity of services.

Establishes and maintains a comprehensive staff training program that would involve, but not be limited to, identifying needs and areas for training; establishing a training plan; preparing associated manuals; contacting and engaging experts in the field of protective services; evaluating the training program and effecting changes to better structure training.

Assists in establishing and maintaining staff evaluation procedures that would involve, but not be limited to, identifying areas, functions and qualities of staff that are necessary for effective job performance; designing and updating an evaluation form based upon the program’s need; instructing supervisory personnel in manner and procedure of evaluation; may counsel on evaluation results in individual employees.

Makes recommendations to the Deputy Commissioner on specific areas and/or programs that would be of benefit to Adult Protective Services.

May deliver presentations to community agencies discussing the program’s goals, current programs available and problems of clientele.

Investigates complaints from the courts, private agencies, and other county agencies regarding service delivery and makes recommendations to resolve complaints.

Two (2) years of permanent competitive status as a Case Supervisor Grade B.


Open Competitive:

Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and six (6) years of experience, or its part time equivalent, in social case work or social services program planning and implementation with a public or private agency adhering to acceptable standards, two (2) years of which must have been in a supervisory capacity.


NOTE: Successful completion of graduate semester credit hours in social work, public administration, social science, law or philosophy may be substituted for the non supervisory work experience as follows: Thirty (30) credit hours is equivalent to one (1) year of experience; sixty (60) credit hours is equivalent to two (2) years of experience.
