DISTINGUISHING FEATURES OF THE CLASS


The work involves responsibility for assisting the Commissioner of Social Services in formulating policies and developing programs to deliver cost effective social services. This is an administrative position in the Department of Social Services that includes directing and coordinating the overall operations of the department and assisting the Commissioner in all administrative and management tasks as needed. The Executive Deputy is responsible for the daily business structure and business management of the department and its programs. In the absence of the Commissioner, a deputy may have complete charge of department operations and direction of personnel. They will act as the Commissioner's representative in public presentations or meetings concerning social service projects or issues. General direction is received from the Commissioner of Social Services. Supervision and/or general direction is exercised over the administrative, professional, technical and support staff. Does related work as required.


TYPICAL WORK ACTIVITIES


Assists the Commissioner of Social Services in identifying social service needs and initiates programs to meet such needs.

Initiates and formulates operating policies, administrative programs and practices for the department and recommends same to the Commissioner for approval.

Oversees the program directors to assure efficient and consistent operation of the department and to effect changes and improvements in the department.

Oversees the program directors in their administration of the division's projects or programs to improve operating efficiency and program effectiveness within the division.

Coordinates and supervises interdepartmental functions and business operations.

Assists in the preparation of the departmental budget and the maintenance of fiscal controls.

Reviews program standards, budgets, contracts and work organization to ensure the cost-effective delivery of services.

Assumes responsibility for the day to day operation of the department and for business and financial operation.

Assists the Commissioner in the public relations aspect of the department and in interpreting the work of the department to the community; makes public appearances to explain departmental actions and address public concerns.

MINIMUM QUALIFICATIONS


  1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a bachelor's degree and either:

    1. Five (5) years of full-time paid experience, or its part-time equivalent, in a health, education or social agency, three (3) years of which must have been in an administrative or supervisory capacity; or,

    2. Five (5) years of full-time paid experience, or its part-time equivalent, in an administrative or management position, where there is responsibility for planning, directing and coordinating the work of a substantial staff working in several units or performing several separate functions; or,

  2. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's degree and seven (7) years of full-time paid experience, or its part-time equivalent, in a health, education or social agency, five (5) years of which must have been in an administrative, supervisory or management capacity.
