DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for the overall direction and supervision of the Access Center operations in the Onondaga County Department of Social Services. This involves managing a monitoring and tracking case management information system to ensure coordinated and timely access to health and support services for at-risk clients. The work requires the exercise of independent judgment in obtaining pertinent data, performing the necessary research, writing project proposals and providing validating information to support recommendations. Programs are planned and implemented, in accordance with goals established by the department and with social services regulatory standards, to provide adequate and timely services to clients while maintaining cost effective measures, to ensure recovery of resources, or to improve existing programs. Work is performed under the general supervision of the Commissioner of Social Services or an administrative director, depending on area of assignment, with leeway allowed for the exercise of independent judgment. Supervision of subordinate employees is not usually exercised in this class but may be required in some assignments. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. TYPICAL WORK ACTIVITIES

 

Performs research studies to evaluate community social services needs, to estimate severity of need and to target those populations most in need of services.

 

Designs and implements programs to meet consumer/client needs; monitors and evaluates program operations to determine compliance with program goals; recommends modifications or enhancements to programs to ensure goals are met.

 

Defines and evaluates existing service gaps and barriers that impede the delivery of services; conducts studies to identify members of the population who are in need of services and makes recommendations to implement service programs if none exist.

 

Attends regularly scheduled planning, development and implementation meetings to discuss, define and evaluate ongoing service delivery, program goals and fiscal requirements.

 

Collects and analyzes manual and automated data to determine program effectiveness and enable the effective recovery of resources.

 

Acts as a liaison with programmers to design and develop software specifications that can be utilized to provide more efficient service delivery, provide management information, gather statistical data and generate reports for monitoring and evaluation purposes.

 

Develops proposals to provide greater access to the Department of Social Services and related services for specified target populations.

 

Prepares reports, proposals and correspondence to support and document results of analyses and assessments and to ensure revenue enhancement.

 

Acts as a liaison between county agencies that provide services to facilitate cooperation and to coordinate project activities.

MINIMUM QUALIFICATIONS

 

  1. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and two (2) years of professional level experience, or its part time equivalent, in planning, directing or evaluating a social services or human services program with a public or private social services or human services agency adhering to acceptable standards; or,

 

  1. Six (6) years of paraprofessional or professional level experience, or its part time equivalent, two (2) years of which must have been professional level experience in planning, directing or evaluating a social services or human services program with a public or private social services or human services agency adhering to acceptable standards; or,

 

  1. An equivalent combination of experience and training as defined by the limits of (A) and (B).

 

NOTE: Satisfactory completion of graduate semester credit hours from a regionally accredited or New York State registered college or university in social work, social services, human services, or a closely related field, may be substituted for work experience as follows: Thirty (30) graduate hours is equivalent to one (1) year of work experience; sixty (60) graduate hours is equivalent to two (2) years of work experience.
