DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for assisting the Deputy Commissioner of Children and Family Services in planning, coordinating and managing the Onondaga County Department of Children and Family Services. This position involves administrative supervisory responsibility for a large unit, for determining and implementing revisions to existing programs and for planning, implementing and coordinating new programs to improve services. The employee develops policies and procedures for this unit. The employee is responsible for implementation, evaluation and compliance with State laws, regulations and standards of good practice. Work is performed under the supervision of the Deputy Commissioner of Children and Family Services in accordance with established policies and objectives, permitting the frequent exercise of independent judgment. Administrative supervision is exercised over a number of staff. This employee acts on behalf of the Deputy Commissioner of Children and Family Services in his or her absence. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Develops, implements and maintains quality control systems to monitor casework practices, work flow, service delivery and enforce regulatory compliance.

Monitors agency systems used for case reporting and budget to determine compliance and impact; works with agency staff in developing new automated information and record keeping systems and/or in revising existing systems to ensure quality of information and compliance with uniform case reporting standards.

Assesses the need for new programs or services, within the Onondaga County Department of Children and Family Services and the community, to best serve the client population and the community; designs and implements programs and monitors them to determine effectiveness.

Designs training programs to instruct staff in current case work policies and procedures, inform them regarding changes in state mandates and to ensure quality control in case work practices.

Acts as a liaison with department directors, department heads in the county and directors of community agencies to share information about the Onondaga County Department of Children and Family Services' goals and services provided, to resolve problems or conflicts and to avoid duplication of services with multi-discipline providers.

Investigates complaints from the courts, private agencies, schools and other county agencies regarding service delivery and makes recommendations to resolve complaints.

Makes recommendations to the Deputy Commissioner regarding insufficient staffing, budget expenditures for the division, developing new programs to meet "gaps" in existing services, etc.

Consults with the New York State Office of Children and Family Services regarding applicable laws and regulations.

Reviews proposed legislation to provide input to the Director.

Thorough knowledge of modern principles and practices of social case work and public child welfare administration and ability to apply these in the performance of duties.

Thorough knowledge of Federal, State and local public welfare laws and programs particularly as they apply to child welfare.

Thorough knowledge of all services directly provided for or purchased by the Onondaga County Department of Children and Family Services.

Good knowledge of child protective service investigation practice and systems.

Good knowledge of foster care service delivery and systems.

Good knowledge of techniques of case recording.

MINIMUM QUALIFICATIONS

 

Promotion:

 

One (1) year of permanent competitive status as a Case Supervisor Grade A or three (3) years of permanent competitive status as a Case Supervisor Grade B.

 

Open Competitive:

 

Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and six (6) years of experience, or its part time equivalent, in social case work or social services program planning and implementation with a public or private agency adhering to acceptable standards, two (2) years of which must have been in a supervisory capacity.

 

NOTE: Successful completion of graduate semester credit hours in social work, public administration, social science, law or philosophy may be substituted for the non supervisory work experience as follows: Thirty (30) credit hours is equivalent to one (1) year of experience; sixty (60) credit hours is equivalent to two (2) years of experience.
