The work involves responsibility for independently directing a large number of employees engaged in accounting procedures for a local welfare department. Under the general supervision of an administrative superior, an employee in this class supervises a number of professional level accounting and account clerical employees engaged in performing record keeping and related tasks which requires planning, organizing, systematizing and supervision. An employee in this class assists in policy formulation, policy implementation and the interpretation of accounting procedures. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Incumbents must successfully pass a background check. Does related work as required.
Prepares or supervises preparation of welfare reports and correspondece;
Represents commissioner in dealings with representatives of other local departments and State and Federal agencies;
Develops clerical procedures to comply with regulations of the State Department of Social Services;
Participates in formulation of fiscal and accounting aspects of agency policy;
Performing difficult or unusual tasks as required;
Supervises, trains, hires and disciplines staff; participates in the grievance process;
Participates in the rate negotiations with vendors and the contract preparation.
Thorough knowledge of local and State laws and regulations which affect local welfare activities and of accepted accounting principles and techniques and ability to apply these in the performance of duties.
Ability to plan and direct work of others and accept responsibility for their performance.
Ability to teach and impart knowledge, information and skills.
Ability to organize efficiency elements of a varied job.
Ability to write clear and accurate reports and summaries.
Ability to establish and maintain successful relationships with people.
Ability to perform routine accounting transactions utilizing data processing systems.
Two (2) years of permanent competitive status as a Systems Accountant, Accountant I or Auditor I; or,
Three (3) years of permanent competitive status as an Account Clerk 3.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree including or supplemented by twenty-four (24) semester credit hours in accounting and two (2) years of professional level experience, or its part time equivalent, in accounting, one (1) year of which must have been in a supervisory capacity; or,
B. Six (6) years of paraprofessional or professional level experience, or its part time equivalent, in accounting, two (2) years of which must have been professional level experience in accounting, one (1) year of which must have been in a supervisory capacity; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
NOTE: Successful completion of thirty (30) graduate semester credit hours in accounting or a closely related field from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees may be substituted for one (1) year of non-supervisory experience.
