DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for directing the operation of the Child Support Enforcement Unit in the Onondaga County Department of Social Services. An employee in this class plans, supervises and executes the programs administered by the Child Support Enforcement Unit. This work includes, but is not limited to, establishing policies and procedures and the maintenance of cooperative relationships with other divisions in the department, the State Office of Child Support Enforcement, Family Court, law enforcement agencies and other public and private agencies. This is an administrative supervisory position over several work groups within the unit, with responsibility for directing and motivating staff, managing caseloads and providing guidance in policies, procedures and legal requirements regarding child support enforcement pursuant to applicable laws. Work performed is subject to the general direction of the Commissioner of Social Services and/or the Executive Deputy Commissioner of Social Services with leeway given for the exercise of initiative and independent judgment within established rules, regulations and guidelines. Incumbents must successfully pass a background check. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Plans and supervises the work of the Child Support Enforcement unit through case management techniques, establishing procedures and guidelines in which the staff operates, providing direction to unit supervisors and monitoring work product progress.

Interprets federal, state and local policies and regulations and programs relating to support enforcement, to advise staff and insure the effective implementation of state and federal mandates.

Assists in the formulation of policies and procedures consistent with applicable State and Federal laws and existing local procedures in order to efficiently and effectively implement the program at the local level.

Assists in the evaluation of various program components (locating absent parents, paternity suits, investigations, monitoring and enforcing child support payments) and recommends improvements, policies or procedures for more effective performance.

Coordinates the work of the unit with other divisions of the department by assisting in the development of systematic case referral procedures and channels of communications.

Assists in the coordination of the activities and efforts of Onondaga County with other Child Support Enforcement offices across the state and the nation in locating absent parents, obtaining child support orders, monitoring and enforcing payment of child support and related activities.

Supervises and participates in the preparation of monthly and annual reports for local, state and federal agencies to reflect the activities and productivity of the unit.

Establishes and maintains cooperative working relationships with Family Court, Social Services Legal Division, District Attorney's Office, County Law Department and other private and public agencies helpful in the activities of Child Support Enforcement.

Develops and conducts staff training sessions on subjects such as child support enforcement procedures and investigative techniques to improve staff performance and productivity.

Prepares the division's operating budget in coordination with the Director of Administrative Services.

Reviews and comments on proposed and enacted legislation and regulations to identify changes in the program having an impact on present county programs, policies and procedures.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Thorough knowledge of federal, state and local laws, regulations, directives and programs, particularly those relating to Child Support and Enforcement.

Thorough knowledge of Family Court organization and the format and procedures for filing support petitions and other support related documents in Family Court.

Thorough knowledge of the principles and techniques used in conducting investigations.

Thorough knowledge of the principles and practices of public administration, particularly those related to the planning, coordinating and directing of a social services program with diverse functions.

Good knowledge of the principles and techniques of office management relating to the directing of work and the development and implementation of office policies, procedures and work methods.

Good knowledge of the organization of county government and of the Department of Social Services and Office of Child Support Enforcement at the state and federal levels.

Ability to develop and implement clear and effective procedures and policies consistent with existing laws, regulations and guidelines.

Ability to train, motivate and supervise others.

Ability to read and interpret complex written material, including legislation and regulations, to understand the implications of such on the operation of the local unit.

MINIMUM QUALIFICATIONS

 

Promotion:

 

Two (2) years of permanent competitive class status as a Child Support Enforcement Supervisor.

 

Open Competitive:

 

A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate degree and six (6) years of professional level work experience, or its part time equivalent, in one of the areas described below, four (4) years of which must have been in a supervisory capacity involving the delivery of services, determination of eligibility or administration of a social services program:

 

1. Investigative or collection experience related to either financial, criminal, insurance or private civil matters which involves public contact; or,

2. Law enforcement experience; or,

3. Public assistance work; or,

 

B) Ten (10) years of paraprofessional or professional level experience, or its part time equivalent, six (6) years of which must have been professional level experience as described above in A(1), A(2) or A(3), four (4) years of which must have been in a supervisory capacity involving the delivery of services, determination of eligibility or administration of a social services program; or,

 

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
