DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for planning, coordinating, implementing and maintaining a volunteer activities program to insure that volunteers are recruited and utilized in an appropriate, efficient and useful manner based on the needs of the department or division to which assigned. Considerable independence and initiative is exercised in planning a program to attract volunteers, in coordinating the activities program and in maintaining and insuring the success of program goals and objectives. An employee in this class is responsible for assignment, orientation and training of volunteers and in working with departmental staff in the development of plans, policies, goals and objectives. Supervision is received from an administrative supervisor who reviews work through conferences, reports and/or success of the program. General supervision may be exercised by this position by recruiting, assigning, training, evaluating, and providing support for volunteers within a particular program. Does related work as required.
TYPICAL WORK ACTIVITIES
Analyzes and coordinates with departmental staff ways to enlarge and enhance services and programs through the use of volunteers.
Plans, campaigns and develops resources to recruit volunteers through organizations, agencies, churches, senior centers, rotary clubs, etc; prepares pamphlets, posters, notices, letters and speeches for recruitment drives as needed.
Screens and interviews interested volunteer candidates to assess their aptitude, skills, potential, qualifications and usefulness in the program.
Organizes and coordinates appropriate training and orientation for volunteers as needed.
Prepares and develops rules, procedures, guidelines, training policies, etc. as well as handbooks, job descriptions and safety instructions for use within the program.
Makes appropriate assignment based on needs of the department, availability of volunteer staff and assessment of skills, aptitude and interest of volunteer participants.
Develops a program to recognize volunteer service and dedication by developing awards, providing opportunity for advanced responsibility and involvement in decision making, organizing luncheons or dedication ceremonies, etc.
Evaluates effectiveness of programs and individual performance by personal observation and discussion with departmental staff and volunteers.
Prepares reports on volunteer activities and maintains related records.
May provide orientation to departmental staff who work with volunteers to explain the program, its services, goals and objectives.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the organization and administration of volunteer programs including recruitment, training and utilization of volunteers.
Good knowledge of the needs, goals, activities, services and function of the department or organization to which assigned.
Working knowledge of community resources, philanthropic organizations and volunteer groups.
Working knowledge of the principals and practices of community relations.
Ability to establish and maintain effective working relationships with program administrators, program staff, volunteers and community organizations.
Ability to recruit volunteers to work in the program.
Ability to be innovative and to implement new ideas and skills to be used with volunteers, their recruitment and work satisfaction in the program.
Ability to prepare reports and maintain records in a clear, concise and efficient manner.
A. Graduation from a regionally accredited or New York State registered college or university with an associate's degree or completion of sixty (60) semester credit hours and one (1) year of work experience, or its part time equivalent, in a community service program, government program, private non-profit group or similar organization; or,
B. Three (3) years of work experience, or its part time equivalent, in a community service program, government program, private non-profit group or similar organization; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
