The work involves responsibility for performing a variety of duties in the administrative supervision of contract agencies providing services for the mentally ill and in the planning of a comprehensive community program of services for the mentally ill; does related work as required. Under general supervision of the Deputy Commissioner of Mental Health, an employee of this class is responsible for the monitoring and supervising of contracts with each individual contract agency providing prevention, diagnostic and treatment services for the mentally ill. As one of three Program Managers in the Mental Health Department, an employee in this class is also responsible for developing a comprehensive local plan in the specific areas of mental illness including all providers of such services in Onondaga County. Work includes the review and evaluation of the fiscal and programmatic area of contract agencies for compliance with service projections of contracts and with State and local rules, regulations and guidelines. Supervision of these contracts includes the review and recommendation of approval for needed program changes, personnel changes and budget adjustments. Technical assistance is provided to agencies on budgets, funding requests, programming, staffing, interpretation of rules and regulations and analysis of statistical information on needs, service utilization, target populations, types of services, and projections of future needs. Work involves the development and encouragement within the community of programming by assisting agencies to define their goals, establishing the needs of their target population, set their priorities, locate funding resources, analyze costs and services, define methods to be used, review service projections, and use State and local rules and regulations to their best advantage.
An employee of this class is expected to exercise independent judgment in most areas of concern, including policy, appropriation of funds, and matters of significant determination. Work is reviewed by individual conference and staff meetings. Supervision is exercised over a clerical subordinate. Does related work as required.
Monitors and evaluates contract agencies' compliance with regard to approved budgets and programming objectives to determine the degree of appropriate utilization and implications for future operations, and to recommend approval of immediate program changes or budget adjustments as necessary to fulfill the current needs of the community.
Develops a local comprehensive plan for all services for the mentally ill by establishing needs, identifying methods to meet these needs, setting priorities, gathering and analyzing data, providing funding sources and costs information, identifying unmet needs, providing the scope of existing services, proposing new services, and making projections for future needs and plans.
Assists agencies in the planning and development of prevention, diagnosis, care and treatment programs for the mentally ill in Onondaga County by providing advice on the acceptability of proposed budgets and programs, grant required standards of operation, professional staff qualification requirements, anticipated problems, and other matters using knowledge of State and local rules and regulations.
Confers with agencies in budget preparation and funding requests by providing information on grant requirements, resources, costs and related data in order to assist in finding solutions.
Reviews and evaluates applications of agencies for grant funds using knowledge of relevant laws concerning the purpose and coverage of the grants in order to determine whether such proposals meet State and local guidelines and if
proposed objectives meet the needs of the mentally ill in this community, and upon approval of funds, to establish contracts with the agencies.
Discusses and negotiates with contract agencies on problems on non-compliance with contracts, budget concerns, and unmet community needs to resolve these problems and to reach a consensus on the appropriate course of action for these concerns.
Coordinates services in the area of mental illness by working closely with mental health treatment agencies, related state and federal agencies including Hutchings Psychiatric Center, interested community groups, individuals, and other human service agencies directly affected in providing such services, and serves as liaison to the State Department of Mental Hygiene to keep local agencies abreast of new developments, programs and techniques in the field of mental illness treatment and prevention.
Provides programmatic and fiscal information as needed in presentation to the legislature for appropriation of funds.
Gathers and analyzes data on existing services, needs of the community, target populations, number and types of programs, cost, staffing, and other relevant data for use in assisting agencies, establishing long range goals for the community, and developing models of service for encouraging new programs and evaluating existing services.
Assesses the need for services through statistical analysis and reviewing existing services and facilities as they relate to the need in order to encourage, plan and develop programs of prevention diagnosis, care and treatment of the mentally ill.

Compares qualifications of professional staff of agencies with existing qualification standards in order to verify that they meet such standards.

MINIMUM QUALIFICATIONS
A. Graduation from a regionally accredited college or university of one accredited by the New York State Board of Regents to grant degrees with a Master's Degree in social work, psychology, rehabilitation counseling, nursing, public administration, public health administration, health services administration or a field closely related to the aforementioned and three (3) years of professional level, post baccalaureate degree work experience, or its part-time equivalent, in the field of services for the mentally ill, one (1) year of which must have been in a supervisory, administrative, program planning or program evaluation capacity; or,
B. Graduation from a regionally accredited college or university of one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in social work, psychology, rehabilitation counseling, nursing, public administration, public health administration, health services administration or a field closely related to the aforementioned and five (5) years of professional level, post baccalaureate degree work experience, in the field of services for the mentally ill, two (2) years of which must have been in a supervisory, administrative, program planning or program evaluation capacity; or,
C. Nine (9) years of paraprofessional or professional level work experience, or its part time equivalent, in the field of social work, psychology, rehabilitation counseling, nursing, public administration, health administration, health services administration or a field closely related to the aforementioned, five (5) years of which must have been professional level work experience, or its part-time equivalent in the field of services for the mentally ill of which at least two (2) of the five (5) years must have been in a supervisory, administrative, program planning or program evaluation capacity; or,
D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
