DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for supervising and administering the operation of the Youth Development and Runaway and Homeless Youth programs within the Department of Children & Family Services. Under the general supervision of the Commissioner of Children & Family Services, an employee in this class is responsible for conducting needs assessments and providing administrative oversight to the Youth Board, which allocates Youth Development and Runaway and Homeless Youth funding through a competitive request for proposals process. This employee oversees evaluation and monitoring of Youth Development and Runaway and Homeless Youth funded programs and services throughout the community. This employee works with the County Law Department to develop and execute Inter Municipal Agreements with towns and villages that run Youth Development funded programs. The employee develops an annual budget and oversees contract administration for the Youth Bureau. An employee in this class directly supervises a number of professional and paraprofessional staff. Does related work as required.


 

TYPICAL WORK ACTIVITIES

Prepares and supervises implementation of written contracts between the County and public and private agencies receiving Youth Development Program funding and Runaway and Homeless Youth funding.

Supervises Youth Bureau staff who monitor Youth Development and Runaway and Homeless Youth funded programs within the community and present youth centered trainings to local agencies.

Assists municipalities and agencies in measuring the effectiveness of youth programs through the development of program monitoring and evaluation procedures.

Collects data and interprets it in order to identify program needs and to evaluate effectiveness of existing County, municipal and agency programs.

Prepares and monitors the Youth Bureau budget.

Provides administrative oversight of the Youth Board, including planning and preparation for Board meetings, monitoring Board member terms and recruiting new Board members.

Coordinates, develops and updates the OCFS Children & Family Services Plan for the Department of Children & Family Services.

Prepares RFP for Youth Development Program and Runaway and Homeless Youth funding from OCFS and works with Youth Board to review proposals and allocate funding to agencies and local municipalities.

Serves as a resource person regarding possible programs and training available to municipalities and local agencies.

Coordinates department's performance management program.

Works with Finance and Budget staff to develop and monitor department budget and contractual spending plan.

MINIMUM QUALIFICATIONS


Open Competitive:

A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s Degree or higher in a social science or public administration and two (2) years of professional level work experience, or its part-time equivalent, in administration/management that includes program planning, program evaluation and budgeting in a community-based organization or government; or,

 

B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's Degree in a social science or public administration and three (3) years of professional level work experience, or its part-time equivalent, in administration/management that includes program planning, program evaluation and budgeting in a community-based organization or government; or,

 

  1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's degree in a social science or public administration and five (5) years of professional level work experience, or its part-time equivalent, in administration/management that includes program planning, program evaluation and budgeting in a community-based organization or government; or

  2. Seven (7) years of professional level work experience, or its part-time equivalent, in administration/management that includes program planning, program evaluation and budgeting in a community-based organization or government.
