The work involves responsibility for program planning and policy implementation for the Children's Day Treatment Program of the Onondaga County Department of Mental Health. The program is a psycho-educational treatment program designed to service a maximum number of severely emotionally disturbed children and their families by providing ongoing diagnosis and evaluation services, day treatment services and aftercare services. An employee in this class administers a substantial multi-disciplinary staff consisting of psychiatric social workers, psychologists or psychologist interns, education staff, psychiatrists, psychiatric nurses, related services providers, child care workers, and clerical employees. The Deputy Commissioner of Mental Health exercises direct supervision over the work of an employee in this class. Does related work as required.
TYPICAL WORK ACTIVITIES
Exercises administrative supervision over a substantial, multi-disciplinary staff, which provides treatment to emotionally disturbed children.
Implements and maintains a system to fulfill all necessary financial and clerical record keeping and reporting requirements mandated by state and local agencies.
Coordinates the ongoing development, implementation, and monitoring of child and family evaluation, individualized treatment plans, and individualized education plans by medical and nursing personnel.
Is responsible for interviewing and hiring of employees, staff deployment, and supervision and/or disciplinary action of subordinate staff.
Develops and provides in-service training for agency personnel.
Maintains liaison with other social and health agencies, schools, and the courts to promote understanding and awareness of the department's programs.
Advises the Deputy Commissioner of Mental Health on the management of the program.
Serves as a committee member relevant to those groups working in the area of day treatment and/or mental health issues for children.

Comprehensive knowledge of the origins and dynamics of early childhood development and of current methods and techniques for diagnosing and treating emotionally disturbed children.
Thorough knowledge of administration.

Good knowledge of various types of mental health and special education services for emotionally disturbed children.
Good knowledge of federal, state, and local laws, rules, and regulations governing the provision of special education and mental health services for children.

Ability to direct a large, multi-disciplinary staff providing special education and mental health treatment services for emotionally disturbed children.
Ability to express oneself clearly orally and in writing.
MINIMUM QUALIFICATIONS
Promotion:
One (1) year of permanent competitive class status in the title of Assistant Director Day Treatment Services.
Open Competitive:
A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a master's degree in social work and five (5) years of professional level, post-master's degree work experience in psychiatric social work or a closely related field; one (1) year of which must have been in a clinical* setting and two (2) years of which must have been in a supervisory capacity (supervision of subordinate staff); or,
B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a doctorate degree in clinical psychology and two (2) years of professional level, post-doctorate experience in clinical psychology, one (1) year of which must have been in a clinical* setting and one (1) year of which must have been in a supervisory capacity (supervision of subordinate staff).
*NOTE:
Clinical setting is defined by (a) any setting licensed by the New York State Department of Mental Health for outpatient, inpatient or day treatment services; or, (b) working under the supervision of a certified psychiatric social worker, or a licensed psychologist, or psychiatrist; or, (c) individual practicing privately in the area of psychiatry or clinical psychology, or psychiatric social work.
SPECIAL NECESSARY REQUIREMENT
Possession of a license or certification to practice the specialty for which the candidate uses to qualify, i.e.; social work or clinical psychology, at the time of appointment.
