The work involves responsibility for providing supervision, instruction and guidance to nursing and auxiliary professional and paraprofessional personnel in providing high quality health services. An employee in this class typically supervises a public health nursing program in an assigned functional or geographic area, assuring that safe, effective and efficient comprehensive health care is provided to individuals and families in homes, clinics, schools and other community facilities. Work is performed under qualified nursing direction. Supervision is exercised over a number of assigned public health professionals or auxiliary nursing staff. Does related work as required.
Assists in planning, implementing, coordinating and evaluating the nursing program within the agency.
Supervises nursing practice to ensure a high quality of professional service and maintenance of agency standards.
Supervises nurses making field visits to assess clients for services.
Assists in planning and conducting educational programs for staff.
Participates in surveys, studies and research in the field of public health.
Assists faculty with the implementation of student programs.
Assists in development/monitoring of Quality Assurance activities.
Assists in the development of bureau and nursing policies and procedures.
Assists in maintaining the proper utilization of services that staff provide in the community. Identifies changing community needs in conjunction with administration, and adjusts staffing patterns within the community to address those needs.
Participates on countywide committees and networks.
Reviews and compiles appropriate records and reports reflecting progress toward bureau goals and objectives.
Participates in the hiring, disciplining and firing process of staff.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
Thorough knowledge of current public health nursing practices and supervision.
Thorough knowledge of the epidemiological approach to the prevention and control of disease.
Working knowledge of the administrative organization and services provided by community facilities, the Department of Health and other County agencies.
Skill in the application of nursing procedures and techniques of patient care.
Ability to plan and supervise the work of nurses and other staff assigned to public health programs.
Ability to establish and maintain cooperative working relationships.
Ability to communicate effectively both orally and in writing.
Ability to perform duties in accordance with the American Nurses Association Code for Professional Nurses.
Promotion:
Two (2) years of permanent competitive class status in the title of Public Health Nurse.
Open-Competitive:
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in Nursing and two (2) years of work experience, or its part time equivalent, in public health nursing; or,

Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree in Nursing and one (1) year of work experience, or its part time equivalent, in public health nursing.
Possession of a license and current registration to practice as a registered professional nurse in New York State at time of appointment.
