DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for the set-up and operation of a variety of laboratory instrumentation to analyze samples of water, wastewater, industrial discharges and solid and hazardous wastes, according to New York State and Federal (EPA) regulations. Under the general supervision of a Sanitary Chemist, an employee in this class is responsible for operating and maintaining all equipment utilized in the analyses performed by this class, working alone or as head of a small number of subordinate technicians. This classification is characterized by performing difficult and delicate multi-step procedures with little supervision by a Sanitary Chemist, independently making minor adjustments of laboratory instrumentation, apparatus, and procedures to cope with minor problems. An employee in this class is responsible for performing many of the procedures required by New York State for laboratory certification in the area of quality control and quality assurance. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Operates and maintains a variety of instrumentation used in analysis such as: auto analyzers, UV-VIS and AA spectrophotometers, and gas chromatographs, with and without computer assistance.

Reviews, analyzes, and interprets technical data for purposes of composing technical reports.

May direct the work of Sanitary Technicians in preparing samples for analysis, setting up and operating scientific equipment, and performing tests.

Sets up and performs basic bacteriological analysis of treatment plant effluent and receiving waters.

Maintains permanent records of sample analysis, including quality control and quality assurance data, in accordance with established procedures.

Performs special chemical tests developed by the Sanitary Chemists to satisfy any atypical needs of the department.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Good knowledge of laboratory safety precautions involving different aspects of laboratory apparatus and chemicals, and potentially toxic or hazardous samples.

Good knowledge of the principles underlying procedures used in performing tests on various types of laboratory samples.

Working knowledge of principles and practices of analytical chemistry as applied to chemical analysis of environmental samples.

Working knowledge of principles and procedures of instrumental analysis as applied to chemical analysis of environmental samples.

Skills in the use of laboratory equipment and in the application of laboratory practices and techniques in instrumental analysis.

Ability to apply accepted scientific procedures, methodology and formulas to work assignments.

Ability to interpret laboratory results.

Ability to express conclusions in accordance with established scientific procedures.

MINIMUM QUALIFICATIONS

 

Promotion:

One (1) year of permanent competitive status as a Sanitary Technician.

 

Open Competitive:

 

(A) Four (4) years of work experience, or its part-time equivalent, in a laboratory performing technical laboratory procedures, two (2) years of which must have been performing water and/or wastewater analyses; or,

 

(B) Successful completion of fifteen (15) credit hours in chemistry, biology or biochemistry from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees, and two (2) years of work experience, or its part-time equivalent, in performing technical laboratory procedures concerned with water and/or wastewater treatment; or

 

(C) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree or higher in chemistry, biology or biochemistry which must have included eight (8) credit hours in analytical chemistry; or,

 

(D) An equivalent combination of training and experience as defined by the limits of (A), (B), and (C) above.
