The work involves responsibility for planning, organizing, directing and administering Health Department programs, services and clinics provided for TB, HIV, STD, and CD assuring that adequate and comprehensive public health care and programs are provided in Onondaga County. The Director of Disease Control works closely with other administrative staff in the Health Department to provide continuity of service and a coordinated effort toward health services. Under the general supervision of a higher level administrator, an employee in this class interprets, disseminates and enforces policies, directives, and/or policy changes as recommended by the Commissioner of Health. Supervision is exercised over a large staff of professional, paraprofessional and clerical employees. Does related work as required.
Provides administrative direction for tuberculosis, sexually transmitted diseases, HIV, and communicable disease programs to provide adequate comprehensive public health services to the community;
Oversees the performance of staff and Disease Control programs. Supervises a large number of subordinate employees and evaluates staffing requirements and assignments;
Coordinates the study, collection and analysis of data for evaluation purposes and the preparation and completion of required forms and reports;
Periodically evaluates all programs and makes recommendations for necessary changes. Reviews services provided, populations served, and program cost factors for evaluation purposes and conducts program evaluations to maintain and improve services;
Acts as community liaison for programs and services provided by the Disease Control programs. Oversees the dissemination of information to concerned citizens and high-risk groups regarding public health issues;
Participates in grant writing pertinent to Disease Control programs;
Prepares and administers program budgets within the Disease Control program;
Consults with physicians in the community state public health representatives, and epidemiologists on health care issues, problems, diseases and services;
Directs a comprehensive quality assurance program for CD, TB, HIV, and STD programs.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
Thorough knowledge of the principals, practices and methods of administration of health programs;
Good knowledge of Onondaga County rules and regulations and New York State Public Health Laws and Codes;
Good knowledge of the principles and practices of supervision;
Good knowledge of public health problems, issues, diseases and public health factors in the community;
Good knowledge of the techniques of public administration in the budgetary, personnel and management areas;
Ability to effectively deal with community groups, media, civic groups and the general public on issues relating to disease control;
Ability to plan, direct and evaluate public health programs;
Ability to supervise a large number of diverse staff in various programs and services;
Ability to communicate effectively both orally and in writing;
Open Competitive:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master's degree in Public Health, Public Administration, Hospital Administration, Nursing, Health Education, Nursing Home Administration, Social Work or a closely related field and one (1) year of professional-level work experience, or its part-time equivalent, in the administration of a health or clinical health program, which must have been in a supervisory capacity; or,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree in Public Health, Public Administration, Hospital Administration, Nursing, Health Education, Nursing Home Administration, Social Work or a closely related field and two (2) years of professional-level work experience, or its part-time equivalent, in the administration of a health or clinical health program which must have been in a supervisory capacity; or,
C. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's degree or higher and three (3) years of professional-level work experience, or its part-time equivalent, in the administration of a health or clinical health program, which must have been in a supervisory capacity; or,
D. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's degree in Public Health, Public Administration, Hospital Administration, Nursing, Health Education, Nursing Home Administration, Social Work or a closely related field and four (4) years of professional-level work experience, or its part-time equivalent, in the administration of a health or clinical health program, which must have been in a supervisory capacity; or,
E. Six (6) years of professional-level work experience, or its part-time equivalent, in the administration of a health or clinical health program, which must have been in a supervisory capacity.
