DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for directing the financial affairs of the Onondaga County Department of Health. Critical responsibilities include administration of the department's accounting, billing, budgeting and personnel functions. An employee in this class does not execute technical activities of the department, such as nursing, environmental sanitation or laboratory work, but acts as an administrative business officer. The Fiscal Officer (Health) exercises general supervision over a number of professional, paraprofessional and clerical support personnel. An Administrative Supervisor exercises general direction over the work of an employee in this class and allows wide leeway for independent judgment in carrying out the technical details of the work. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Oversees the expenditure of and accounting for funds appropriated in the annual budget and maintains a system of accounting for all departmental revenues.

Leads in and assists in the preparation of annual personal service budgets for divisions of the department.

Initiates, implements and coordinates fee billing systems for services rendered by the department.

Supervises the maintenance of payroll and employee records and reports.

Assists in the procurement of personnel and serves as business representative for the department to all other units of county government.

Submits to the Commissioner such reports, data, and information as may be required or appropriate, regarding the administration of public health programs throughout the county.

Participates in public health preparedness activities as trained and assigned.

Thorough knowledge of principles and practices of administration.

Thorough knowledge of principles, theories, techniques and procedures of modern accounting and auditing; including accounts payable for purposes of establishing a billing system.

Thorough knowledge of the budgeting process to identify and support staffing and related program needs for the department.

Good knowledge of principles and practices of personnel administration.

Good knowledge of principles and practices of supervision.

Ability to apply established accounting and auditing principles and techniques.

Ability to select the accounting or auditing principle, technique, or procedure best suited to the assignment.

Ability to supervise in a manner conducive to full performance and high morale.

Ability to prepare written material.

Ability to gather, assemble, consolidate and analyze facts and draw conclusions.

 

MINIMUM QUALIFICATIONS

 

Promotion:

 

  1. Two (2) years of permanent competitive class status in the title of Director of Operations, OR;

  2. Three (3) years of permanent competitive class status in the title of Accountant II.

 

Open-competitive:

 

A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in accounting or a baccalaureate degree including or supplemented by 24 semester credit hours, or its equivalent, in accounting plus six (6) years of work experience, or its part time equivalent, in professional accounting or financial auditing, or a closely related field, which must have involved as the major job function the application of accounting principles to the installation and operational maintenance of a general or specialized accounting system, the design or modification of an accounting system, final authority and responsibility for a system or major portion thereof, and the exercise of supervision over accounting activities; or,

MINIMUM QUALIFICATIONS

 

B. Ten (10) years of work experience, or its part time equivalent, in accounting, financial auditing or full charge bookkeeping which is defined as experience which must have involved the accumulation of financial and statistical data into general and subsidiary ledgers and journals and the compilation of this material into financial reports and studies of which six (6) of the ten (10) years must have been work experience in professional accounting, or financial auditing, or a closely related field, which must have involved as the major job function the application of accounting principles to the installation and operational maintenance of a general or specialized accounting system, the design or modification of an accounting system, final authority and responsibility for a system or major portion thereof, and the exercise of supervision over accounting activities; or,

 

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).

 

NOTE: Successful completion of graduate semester hours in Accounting or a closely related field from a regionally accredited or New York State registered college or university may be substituted for work experience as follows: Thirty (30) graduate semester hours is equivalent to one (1) year of work experience; Sixty (60) graduate semester hours is equivalent to two (2) years of work experience. Degrees in Finance, Banking, Economics and related fields will not

be considered as qualifying.
