DIRECTOR OF HEALTH PROMOTION AND DISEASE PREVENTION
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for developing, administering and directing programs for public health education and health promotion as a continuing function of public health services provided to the community. Cooperative effort is maintained with all sections of the Health Department, the news media, community-based organizations, and numerous community groups to enhance relations, promote disease prevention services in the community and respond to health concerns or health needs. Work is performed under the general direction of the Commissioner and Deputy Commissioner of Health, with considerable latitude in the exercise of independent judgment and initiative in carrying out the duties and responsibilities of the position. Administrative supervision is exercised over a large staff, including such diverse public health service areas as health education, outreach, and prevention and screening programs. Does related work as required.
TYPICAL WORK ACTIVITIES
Administers, develops and promotes county wide health education and health promotion programs.
Directs the educational aspects of programs to influence the public's attitudes and knowledge regarding disease prevention and Health Department services.
Initiates and coordinates partnerships with various community organizations interested in furthering and promoting health.
Provides consultation and guidance to Health Department programs in health education, health promotion and disease prevention strategies.
Oversees the preparation of public relations and promotional materials for programs and services, such as press releases, newspaper articles, radio and television announcements and social media.
Provides community leadership in the promotion of public health by serving as a community resource for education and information in the areas of public health programs and the availability of resources in health education.
Prepares and makes presentations to groups and organizations to promote public awareness of specific health education programs, services and activities of the Health Department.
May conduct or arrange for training of Health Department staff as it relates to media, health education or disease prevention.
Seeks out and attains new grant initiatives; reviews and prepares grant renewals as applicable.
Oversees grant writing and provides grant management over multiple grant programs.
Incorporates and monitors quality assurance and quality improvement activities into daily program operations per the department quality improvement plan.
Participates in the department’s quality improvement initiatives.
Participates in the implementation of the department strategic plan through alignment of programs and services as appropriate.
Provides administrative supervision to Health Department staff, including professional, paraprofessional, technical and clerical staff in a variety of health programs.
Prepares specific program budgets and fiscal documentation; responsible for contract and budget management and oversight.
Formulates policies and procedures relating to health promotion and disease prevention.
Provides for the administration of County and departmental personnel policies relative to employee evaluation, work performance, discipline, etc.
Visits programs, clinics and various Health Department sites to evaluate and review services, functions and procedures.
Supervises the collection, collation and analysis of statistical data relating to ongoing or proposed health promotion and preventative programs.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.

Ability to communicate effectively, both orally and in writing.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s Degree with a concentration in Community Health or a Master’s degree with a major in Public Health, Health Education, Health Administration, Healthcare Administration, Health Services Administration, or a closely related field, and two (2) years of professional level work experience, or its part time equivalent, in staff and program administration in a health related or public health program, which must have included public health education and public relations as on ongoing function of the work, which must have been in a supervisory capacity; or,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree in Public Health, Health Education, Health Administration, Healthcare Administration, Health Services Administration, or a closely related field, OR a Master’s degree with a concentration in Public Health, and three (3) years of full-time professional level work experience, or its part-time equivalent, in staff and program administration in a health related or public health program, which must have included public health education and public relations as on ongoing function of the work, which must have been in a supervisory capacity.
