DIRECTOR OF MATERNAL AND CHILD HEALTH 21410
The work involves responsibility to plan, implement, direct and administer the maternal child health programs and related activities of the Bureau of Special Children Services, The Public Health Teams, Healthy Start and WIC Program of the Onondaga County Health Department. Work is performed under the general direction of the Commissioner and Deputy Commissioner of Health with considerable latitude in the exercise of independent judgement and initiative in carrying out the duties and responsibilities of the position. The incumbent exercises direct supervision over bureau directors and indirect supervision over professional, paraprofessional and clerical staff. Does related work as required.
Provide professional guidance to ensure compliance with all licensed professionals in regards to scope of practice, licensure, training and mandate issues. Ensure professional, paraprofessional and program(s) compliance with all applicable HIPPA, FERPA, Diagnostic and Treatment Regulations, Article 28, Article 36, IDEA (Individuals with Disability Act), public health laws, state and federal mandates as applicable.
Evaluate the effectiveness and current functions of The Bureau of Special Children Services, The Public Health Teams, Healthy Start and WIC program and their relation to the Department’s mission; provide recommendations and implement program integrations to optimally serve the maternal child population in Onondaga County.
Identify public health needs within the Onondaga County maternal child populations; initiate appropriate study, recommendations, actions, and program implementation to meet such needs.
Formulate policies, develop and facilitate programs to promote and protect public health within Onondaga County.
Attend meetings with professional organizations, community agencies, universities, other county departments, as well as, state and federal agencies to establish policies and promote assurance of the highest standards of health and related services with coordinated efforts targeting the maternal child population.
Attend and participate in professional conferences pertinent to maternal, child and family health concerns, nutrition, infant/child growth and development, and pertinent public health issues.
Prepare periodic administrative and statistical reports as required reflecting programs(s) progress and needs.
Seek out and attain new grant initiatives; review and prepare grant renewals as applicable.
Makes public appearances to explain departmental projects and address public reaction as requested.
Assist the Commissioner in all other administrative or management tasks as needed.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
Thorough knowledge of maternal and child health and related services.
Thorough knowledge of the principles practices and techniques of public health administration.
Thorough knowledge of current public health laws and state and federal mandates as applicable.
Good knowledge of the principles and practices of public relations and public health education.
Ability to effectively deal with a large professional staff, public officials, civic groups and interested parties.
Ability to supervise, motivate and evaluate a number of employees in separate programs and service areas.
Ability to communicate effectively both orally and in writing.
Two (2) years of permanent competitive class status in the title of Nursing Director (Community Health Services).
