This is a professional management and administrative nursing position involving responsibility for planning, organizing, coordinating, directing and evaluating a major segment of community and family health services to meet local public health care needs. An employee in this class has direct responsibility for all personnel assigned to this section with a goal of providing safe, efficient and effective comprehensive nursing care and public health services. Activities are performed under the general direction of the Director of Maternal and Child Health, who allows the incumbent considerable latitude in the exercise of independent judgment and initiative in the supervision of nursing practices, administrative practices and in educational guidance and training of staff. General supervision is exercised over Public Health Nurse supervisory staff, who in turn supervise a large number of nurses providing services to the community. The incumbent exercises administrative supervision over other professional, paraprofessional and clerical support staff assigned to this section. An employee in this class is also responsible to administer, direct and monitor special programs in health care or programs designed to reach targeted populations that may be assigned. Does related work as required.
Plans, implements and directs public health and related nursing care programs relating to patient care activities.
Develops policies, manuals, guides and other informational materials to ensure the provision of safe and effective nursing and patient care services, consistent with recognized standards of practice.
Evaluates the effectiveness and current functions of patient services and programs and their relation to total department programs; evaluates quality of services, identifies needs and determines priorities for service, standards of nursing function and appropriate utilization of available staff.
Attends and participates in departmental, other county departments and community programs to explain and clarify health services and programs, to interpret goals and objectives and to increase community awareness, participation and support.
Directs and coordinates in-service training programs to enhance professional capabilities of nursing staff and other employees assigned to patient services.
Interprets New York State and local agency policies and methods of application to programs within patient care services.
Participates in the recruitment, employment and assignment of nursing and other support staff.
Prepares periodic administrative and statistical reports as needed to review and define program progress and needs.
Attends and participates in professional conferences relating to family health and related community health care programs.
Assists in the planning and implementation of student training programs.
Reviews and assists in the preparation of annual program and budget reports.
Assists in the development of grant-funded programs as needed.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
Comprehensive knowledge of the principles of nursing practice and administration in a public health program.
Thorough knowledge of the principles and practices of public health service evaluation and nursing care evaluation.
Good knowledge of the principles and practices of public health administration.
Good knowledge of the principles and techniques of administrative supervision.
Good knowledge of community health needs and concerns and community organization and services.
Working knowledge of research methods in the collating and interpretation of data.
Ability to perform duties in accordance with the ANA Code for Professional Nurses.
Ability to supervise, plan and organize the work of subordinates.
Ability to administer public health nursing care programs.
Ability to interpret existing and proposed health programs as they affect nursing.
Ability to communicate effectively, both orally and in writing.
Ability to prepare both written and oral reports.
PROMOTIONAL
Three (3) years of permanent, competitive class status in the title of Public Health Nursing Supervisor.
OPEN COMPETITIVE
A. Graduation from a regionally accredited college or university, or one accredited by the New York State Board of Regents to grant degrees, with a Master’s Degree in nursing and two (2) years of full-time work experience, or its part-time equivalent, as a supervising nurse in a municipal public health department, a certified home health care agency, a long-term care home health program, hospital, clinic or health care agency; or,
B. Graduation from a regionally accredited college or university, or one accredited by the New York State Board of Regents to grant degrees, with a Bachelor’s Degree in nursing and three (3) years of full-time work experience, or its part-time equivalent, as a supervising nurse in a municipal public health department, a certified home health care agency, a long-term care home health program, hospital, clinic or health care agency.
SPECIAL NECESSARY REQUIREMENT
Possession of a license and current registration to practice as a Registered Nurse from the New York State Department of Education.
