DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for directing and supervising a segment of the nursing staff at the Department of Long Term Care or the Health Department. Employees in this class are characterized by the responsibility for supervising Head Nurses, Registered Nurses, Licensed Practical Nurses Hospital Aides and Outreach Workers in an assigned unit. The work includes the preparation, evaluation and implementation. of nursing care plans, the assurance of quality patient care and maintenance of the standards of nursing service. General supervision on clinical issues is received from the Director of Nursing or Assistant Director of Nursing who allows the incumbent leeway for the exercise of initiative and resourcefulness in areas of supervisory concern and responsibility. Does related work as required.

TYPICAL WORK ACTIVITIES

Supervises professional and paraprofessional nursing staff by observing nursing care to determine the condition of patients, to assess the effectiveness of the nursing care plan, and to insure that medical and nursing orders are carried out.

Makes assignments of staff; reassigns staff as needed; coordinates scheduling and resolves scheduling problems.

Evaluates employee performance; provides instruction and training; and provides advice, assistance and guidance to the staff as required.

Attends meeting to discuss patient care, specific nursing problems and to recommend solutions and methods of improving nursing care service.

Reviews nursing techniques and patient care; reviews patient medical care records and charts for completeness and accuracy.

Demonstrates new nursing techniques and may assist in training of new staff.

Participates in conference and workshops conducted for the purpose of upgrading nursing skills and learning newly developed nursing procedures and techniques, patient rights developments, etc.

May have personal contact with the patient's family for the purpose of obtaining information on the patient's condition, family support, etc.; discusses patient progress; informs them of accidents or death; and explains hospital procedures.

When Assigned to the Onondaga County Health Department

Supervises professional and paraprofessional nursing staff for appropriate patient care in complex disease management for tuberculosis, HIV, infectious diseases, or sexually transmitted diseases. Supervises Directly Observed Therapy of patients on TB medications.

Provides training and instruction for complex TB, STD, and/or Infectious Disease programs. Disease competency is critical in orienting and evaluating subordinate staff.

Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge the practices and techniques of nursing supervision.

Thorough knowledge of nursing principles and techniques and their relation to medical practice.

Good knowledge of medical material, sanitation, and personal hygiene.

Good knowledge of modern principles and practices in hospital/clinic administration.

Ability to coordinate and supervise the work of a large number of professional and paraprofessional nurses as well as patient care employees.

Ability to maintain standards of nursing service.

Ability to insure and maintain quality patient care.

Ability to prepare comprehensive reports of a medical nature and to maintain attendant records.

Ability to communicate both orally and in writing.

MINIMUM QUALIFICATIONS

Four (4) years of work experience, or its part time equivalent, as a Registered Nurse, at least two (2) years of which must have been in a supervisory position.

SPECIAL NECESSARY REQUIREMENT

Possession of a valid license to practice as a Registered Professional Nurse by the New York State Department of Education at time of appointment.
