The work involves responsibility for administering all laws, codes and regulations relating to construction, maintenance, rehabilitation or use of land or structures within a town. Work is performed under the general direction of the Town Supervisor with considerable leeway allowed for the exercise of independent judgment in the planning and direction of the department. An employee in this class exercises supervision over subordinate staff members. Does related work as required.
Directs, assigns and reviews the activities of the code enforcement officers.
Administers all laws, codes and regulations relating to construction, maintenance rehabilitation of structures or use of land or structures within the town and makes final interpretation on code provisions.
Reviews applications for permits to insure code compliance.
Issues permits, certificates and approvals for activities in compliance with minimum code requirements.
Meets with the general public to review applications and explain code requirements.
Attends and participates in meetings of the Town Board, the Planning Board, the Zoning Board of Appeals, the Fire Prevention Bureau, community groups and staff to accomplish the goals of the department in relation to obtaining code compliance.
Develops and implements department policies and procedures for department operations and to insure accountability of department staff.
Develops and implements the annual budget within restraints established by Town Board.
Recommends personnel matters including hiring and disciplining employees to the Town Board.
Prepares and insures submission of monthly and annual staff reports to the Town Board regarding activities of the department.
Prepares staff reports of applications received and referred to the Zoning Board of Appeals and/or the Planning Board.
Plans and implements special projects as requested by Town Board or as needed based on department goals.
Prepares training outlines for safety training of town employees and ensures training is completed for each department.
Thorough knowledge of the construction industry regarding both new and retrofit construction of residential, commercial and industrial building, in areas of design and building materials.
Good knowledge of local laws rules regulations and codes applicable to work within the department.
Good knowledge of the principles and practices of administrative supervision.
Good knowledge of budgetary management models appropriate for implementation of an effective management program.
Good knowledge of organizational structure, functions, operations, objectives and goals of the department and its programs.
Good knowledge of basic trends and current developments in the field.
Ability to organize and supervise staff to insure full performance and high morale.
Ability to establish and maintain effective working relationships with other agencies and community groups.
MINIMUM QUALIFICATTONS
Promotion:
Two (2) years of permanent competitive class status as a Codes Enforcement Officer.

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in architecture, building construction technology, fire protection technology, engineering or a closely related field and two (2) years of supervisory work experience, or its part time equivalent, in the performance of building or fire inspections or code enforcement activities, or in building trades, building construction or repair, or firefighting*; or,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree in architecture, building construction technology, fire protection technology, engineering or a closely related field and four (4) years of work experience, or its part-time equivalent, in the performance of building or fire inspections or code enforcement activities, or in building trades, building construction or repair, or firefighting*, two (2) years of which must have been in a supervisory capacity; or,
C. Six (6) years of work experience, or its part time equivalent, in the performance of building or fire inspections or code enforcement activities, or in building trades, building construction or repair, or firefighting*, two (2) years of which must have been in a supervisory capacity.
NOTE: Work experience in firefighting means length in time in calendar years as an active member in good standing in a fire department. This does not have to be full-time experience.
NOTE: New York State Public Officers Law requires United States Citizenship.
SPECIAL NECESSARY REQUIREMENT
Once appointed, candidates must meet the training and certification requirements set forth by the Office of Fire Prevention and Control (see section 434.5-Certification of Code Enforcement Personnel-of the Official Compilation of Codes, Rules and Regulations of the State of New York (NYCRR)).
