The work involves responsibility for directing the activities of a community planning agency. The Planning Director is responsible for the initiation, coordination, formulation review and direction of activities undertaken by a planning agency. Projects are assigned to subordinate supervisors who are responsible to the Director for their progress and eventual completion. Duties call for the exercise of the highest level of professional knowledge and ability. The Director reports to the City‑County Planning Agency who is responsible for policy decisions and from whom administrative direction is received. Does related work as required.
TYPICAL WORK ACTIVITIES
Determines feasibility and potential value of proposed projects and makes recommendations regarding such questions as priorities and the extent and scope of studies.
Assigns responsibility for individual projects to subordinate staff members, coordinates city and county projects involving more than one unit and reviews and approves finished work.
Periodically evaluates effectiveness of projects under development and issues instructions governing their progress as needed.
Supervises consultants engaged to assist in the preparation of high specialized studies.
Maintains top level contact with governmental officials, representatives of industry and community leaders regarding planning objectives.
Speaks before community groups and other gatherings to further understanding of planning objectives.
Keeps up‑to‑date on new developments in the planning field and urban community development.
Participates in professional organizations and meetings for extending knowledge of current developments.
Reports to Planning Agency on activities and future plans.
Advises town and village planning and zoning boards on planning, zoning and subdivision control matters as requested.
Conducts staff conferences to provide general direction to unit work.
Participates in and supervises the preparation of written informational and instructional material regarding projects in planning unit budget.

MINIMUM QUALIFICATIONS
A. Graduation from a regionally accredited or New York State registered college or university with a Masters Degree in Architecture, Landscape Architecture, Civil Engineering, Geography, Public Administration, Environmental Studies, Transportation and Transit Planning and Analysis, or City or Regional Planning or a field closely related to City or Regional Planning, and six (6) years of professional level work experience, or its part time equivalent, in community planning, development or redevelopment in a public sector agency or its equivalent in the private sector, at least four (4) years of which must have been in a supervisory or administrative capacity; or,
B. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in Architecture, Civil Engineering, Geography, Public Administration, Environmental Studies, Transportation and Transit Planning and Analysis, or Urban Planning or a field closely related to Urban Planning, and seven (7) years of professional level work experience, or its part time equivalent in community planning, d6velopment or redevelopment in a public sector agency or its equivalent in the private sector, at least four (4) years of which must have been in a supervisory or administrative capacity; or,
I C. Eleven (11) years of paraprofessional or professional administrative work experience or its part time equivalent in planning, architecture, civil engineering, geography, public administration, environmental studies, or transportation and transit planning and analysis, at least seven (7) years of which must have been professional level work experience in community planning development or redevelopment in a public sector agency or its equivalent in the private sector, at least four (4) years of which must have been in a supervisory or administrative capacity; or,
D. An equivalent combination of training and experience as defined by the limits of (A), (B), and (C).
NOTE: Community planning, development or redevelopment in a public sector agency or its equivalent in the private sector includes but it is not limited to planning and related analyses with respect to land use, zoning, transportation, housing, economic development, the environment and urban design.
