DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for supervising and directing a division of the city‑county planning agency. Under general direction, an employee in this position formulates, coordinates and administers the various projects undertaken by a planning division. The incumbent is accountable to the Planning Director for the development of comprehensive plans and programs for the division. Supervision is exercised over a number of professional planning personnel. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Directs and engages in large and complex planning studies.

Prepares and reviews interim reports on the status of varied aspects of a planning program.

Develops methods for the acquisition and interpretation of extensive and involved planning projects.

Administers and advises staff on complex problems encountered in program development.

Attends important meetings with public officials, civil leaders and other groups concerned with planning matters.

Consults with the Planning Director and subordinate staff to achieve maximum coordination of a planning program.

May represent the Planning Department at meetings and conferences.

Thorough knowledge of the purposes, principles, terminology and practices employed in community and regional planning.

Thorough knowledge of current methods for collecting, analyzing and interpreting statistical data.

Thorough knowledge of legislation, current problems and professional literature in the field.

Ability to prepare and supervise the preparation of complex detail and master plans for community development..

Ability to direct and supervise subordinate professional and clerical staff..

Ability to exercise direction and sound judgment.

Ability to express oneself concisely, both orally and in writing.

Ability to make professional judgments requiring advanced technical knowledge and skills.

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

 

Promotion: One (1) year of permanent competitive status as a Planner III or three (3) years of permanent competitive

class status as a Planner II.

 

Open Competitive:

 

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a masters degree in Architecture, Landscape Architecture, Civil Engineering, Geography, Public Administration, Environmental Studies, Transportation and Transit Planning and Analysis, or City or Regional Planning or a field closely related to City or Regional Planning, and four (4) years of professional level work experience, or its part time equivalent, in community planning, development, or redevelopment in a public sector agency or its equivalent in the private sector; or,

B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of

Regents to grant degrees with a baccalaureate degree in Architecture, Civil Engineering, Geography, Public Administration, Environmental Studies, Transportation and Transit Planning and Analysis, or Urban Planning or a field closely related to Urban Planning, and five (5) years of professional level work experience, or its part‑time equivalent in community planning, development, or redevelopment in a public sector agency or its equivalent in the private sector; or,

C. Nine (9) years of paraprofessional or professional level work experience, or its part‑time equivalent, in planning, architecture, landscape architecture, civil engineering, geography, public administration, environmental studies, or transportation and transit planning and analysis, at least five (5) years of which must have been professional level capacity in community planning, development, or redevelopment in a public sector agency or its equivalent in the private sector; or,

D. An equivalent combination of training and experience as defined by the limits of (A), (B), and (C).

 

NOTE: Community planning, development, or redevelopment or its equivalent in the private sector includes, but is not limited to, planning and related analyses with respect to land use, zoning, transportation, housing, economic development, the environment, and urban design.
