DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for developing comprehensive plans and

programs for the effective utilization of land and/or physical facilities of cities, counties, and metropolitan areas. The work is carried out in accordance with current, accepted theories and trends of as well as principles and practices of planning. The work involves execution of a specialized project on a long or short term basis, such as economic development, community facilities, urban development of a "downtown" area, zoning and subdivision regulations, or the environment. The nature of the work requires considerable communication skills to maintain good, working relationships with interested and affected groups, creativity in project design and implementing, and organizational skills. This class is distinct from other high level planners by virtue of the command of project area needed to carry out the technical details of the work. Supervision is exercised over professional, technical and clerical staff to implement a project. The Planning Director supervises the work through administrative control and allows with leeway for independent judgment in planning, organizing, and directing the technical details of the work. Does related work as required.

 

 

TYPICAL WORK ACTIVITIES

 

Directs the analysis and design of complex planning studies in one (1) or more specialized areas or urban, metropolitan planning, such as land use, development, and land development regulations (zoning); economic development; the environment; and, development of a city "downtown" area.

 

Supervises subordinate professional, technical, and clerical personnel in the conduct and implementation of planning studies.

 

May direct a division of the agency in addition to assuming planning duties unrelated to area of assignment.

Good knowledge of principles and practices of organization and management.

MINIMUM QUALIFICATIONS

 

Promotion:

 

One (1) year of permanent, competitive class status as a Planner III.

 

 

Open Competitive:

 

1. Graduation from a regionally accredited or New York State registered college or university with a master's degree in Architecture, Landscape Architecture, Civil Engineering, Geography, Public Administration, Environmental Studies, Transportation and Transit Planning and Analysis, or City or Regional Planning, or a field closely related to Urban and/or Regional Planning; and four (4)years of professional level work experience, or its part time equivalent, in community planning, development or redevelopment in a public sector agency or its equivalent in the private sector, two (2) years of which must have been in a supervisory capacity; or,

 

2. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in Architecture, Civil Engineering, Geography, Public Administration, Environmental Studies, Transportation and Transit Planning and Analysis or Urban Planning or a field closely related to Urban and/or Regional Planning, and five (5) years of professional level work experience, or its part-time equivalent, in community planning, development, or redevelopment in a public sector agency or its equivalent in the private sector, two (2) years of which must have been in a supervisory capacity; or,

 

3. Nine (9) years of paraprofessional or professional level work experience, or its part-time equivalent, in Architecture, Landscape Architecture, Civil Engineering, Geography, Public Administration, Environmental Studies, Transportation and Transit Planning and Analysis, or Urban and/or Regional Planning or a field closely related to Urban and/or Regional Planning, five (5) years of which must have been in a professional level capacity in community planning, development, or redevelopment in a public sector agency or its equivalent in the private sector, two (2) years of which must have been in a supervisory capacity; or,

 

4. An equivalent combination of training and experience as defined by the limits of (A), (B), and (C).

 

 

NOTE:

Community planning, development, or redevelopment in a public sector agency or its equivalent in the private sector includes, but is not limited to, planning and related analyses with respect to land use, zoning, transportation, housing, economic development, the environment, and urban design.
