DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for coordinating a recycling program in local municipalities in Onondaga County. Under the general supervision of a town or village administrator and/or a town or village board, an employee in this class provides information about the recycling program to the public, including the business and industrial participants within their municipality, encourages their cooperation and participation, develops and implements policies relating to the recycling program and acts as the municipalities' liaison with representatives of the Onondaga County Resource Recovery Agency, the Department of Public Works, the New York State Department of Environmental Conservation and other local administrators. Procedures developed and implemented by this employee must be consistent with existing state and federal regulations regarding recycling; the employee works closely with other technical, engineering and legal advisors regarding storage, transporting, disposal and recycling of solid waste. Supervision of employees is not normally exercised in this class. Does related work as required.
TYPICAL WORK ACTIVITIES
Develops and implements the policies, rules, regulations and procedures of a recycling program for the community within the guidelines of existing state and federal regulations; interprets same for municipal administrators and program participants.
Conducts a public relations program to elicit resident participation, cooperation and to provide information about the recycling program.
Coordinates the recycling program with the public works department to utilize resources and maintain compliance.
Acts as the liaison with the Onondaga County Resource Recovery Agency, the Solid Waste Disposal Authority, the Department of Environmental Conservation and other agencies involved with the municipal recycling program.
Reports to the town or village board and/or administrators to exchange information or seek direction or guidance.
Provides information to the board, municipal officials and other involved community leaders regarding the management of solid waste in the community.
May identify and develop the most cost effective markets for the recycling of all recyclable materials.
May oversee the licensing and activities of private waste haulers within the community.
When assigned to the Town of Manlius:
Directs the daily activities at the Town of Manlius Landfill including oversight of disposal, replacement of cover, compliance with environmental regulations, permits, orders and contractor activities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of Federal, State and local regulations relating to solid waste management and recycling.
Ability to work effectively with and coordinate the activities of municipal officials, private citizens and private contractors.
Ability to promote and maintain good public relations.
Ability to act as a liaison with professional and technical staff relating to legal, financial and technical engineering matters.
Ability to express ideas clearly both orally and in writing.
Physical condition commensurate with the demands of the position.
