DISTINGUISHING FEATURES OF THE CLASS
This is entry level professional engineering work involving responsibility for assisting the Water Distribution Manager in the operation of pumping stations, water storage facilities, regulating controls and the computer control systems associated with a water utility at the Onondaga County Water Authority. This position also includes responsibilities associated with the application of engineering principles and practices in the construction and maintenance of the utility facilities as well as assisting with the maintenance and procurement of the utility's fleet of vehicles.
Supervision may be exercised over a small number of employees. Assignments are received through conference and work is reviewed in progress and upon completion. Does related work as required.
TYPICAL WORK ACTIVITIES
Reviews daily pumping, water storage, water quality and electrical consumption to maximize water system operation.
Supervises and schedules the work of the distribution system operations personnel.
Oversees a preventative maintenance schedule which includes pumping stations, electrical equipment, motors, meters, storage tanks, instrumentation, vehicles and related equipment.
Requisitions materials and equipment as needed.
Interprets maps, plans and specifications as they relate to the operation and maintenance.
Supervises and inspects the construction of water pumping, storage and related structural facilities.
Conducts studies of the distribution system to analyze performance and develop computer hydraulic models to project future system requirements,
Tests and calibrates hydraulic measuring equipment,
Supervises a leak detection program to insure efficient water system performance.
Assists with the vehicle maintenance program by analyzing data gathered by automotive mechanics.
Supervises major emergency repairs to water facilities as needed.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles of hydraulic engineering as applied to the design, construction and operation of water pumping and transmission system.
Thorough knowledge of the equipment and methods used in large scale water distribution and pumping facilities.
Good knowledge of facilities systems including heating, ventilation, air conditioning, electrical and structural.
Ability to effectively plan, assign and coordinate the work of subordinates.
Ability to supervise.
Physical condition commensurate with the demands of the position.
Two (2) years of permanent competitive class status as Water Systems Construction Inspector or Engineering Aide III; or,
One (1) year of permanent competitive class status as Water Systems Construction Designer, or Water Systems Engineering Technician.
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in chemical, civil, sanitary or mechanical engineering; or,
B. Four (4) years of paraprofessional or professional level work experience, or its part-time equivalent, in chemical, civil, sanitary, or mechanical engineering; or,
C. An equivalent combination of training and experience as defined in (A) and (B) above.
