DISTINGUISHING FEATURES OF THE CLASS
This is important supervisory work involving responsibility for the efficient, economical and safe use of staff, materials and equipment in the construction and maintenance of the town highway system. In the absence of the Town Highway Superintendent, the Deputy shall act and be vested with all the powers and duties of the Superintendent as provided by Town and Local law.
The work is carried out in accordance with policies and procedures formulated by the Town Highway Superintendent permitting considerable leeway in carrying out the details of the work. The work is reviewed by inspections and through reports. Supervision is exercised over the activities of crew leaders and equipment operators by a continuing check of the work in progress.
TYPICAL WORK ACTIVITIES
Coordinates and supervises the activities of foremen and the use of materials and equipment in the construction and maintenance of town roads.
Supervises snow removal and ice control activities.
Coordinates the use and distribution of equipment between the various construction and maintenance projects and in snow and ice control activities.
Assists in planning construction and maintenance schedules and work loads.
Reports to and confers with the Town Highway Superintendent and his assistant regarding men and equipment necessary for construction and maintenance projects.
Supervises and participates in the preparation and maintenance of activity, cost and progress records and reports.
May be required to operate various types of road construction and maintenance equipment.
Acts as Town Highway Superintendent in his absence.
FULL PERFORMANCE KNOWLEDGE SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of modern road construction and maintenance methods and procedures.
Good knowledge of the equipment, materials, tools, terminology and safety precautions used in road construction and maintenance and in snow removal and ice control.
Ability to read and understand sketches, blueprints and related road construction and maintenance plans.
Ability to solve operating problems as they occur in the field.
Ability to plan, organize and supervise the work of others.
Ability to secure the cooperation of subordinates.
Ability to understand and carry out complex oral and written directions.
Ability to prepare and maintain activity, cost and progress records and reports.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
A) When serving as a Deputy for an elected Town Highway Superintendent, there are no minimum qualifications stipulated for this position as it is jurisdictionally classified as exempt from Civil Service testing requirements.
B) When serving as a Deputy for a non-elected Town Highway Superintendent, candidates must possess three (3) years of work experience, or its part time equivalent, in road construction or maintenance work.
