DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for assisting the Water Distribution Manager in the operations and maintenance of a large water distribution system. The primary role of this position is to manage the operations and facilities, the maintenance personnel and to interface with the Water Distribution Department. The work is carried out in accordance with established procedures and involves knowledge of the application of engineering and maintenance principles and practices to ensure that water distribution facilities are maintained in a healthy and cost effective manner. This class differs from subordinate classes involved in water construction, maintenance, and operations by virtue of its more responsible supervisory role and responsibility for division-wide maintenance. Supervision is exercised over a large number of employees involved in water distribution maintenance and operations functions. Work is performed under the general supervision of the Water Distribution Manager, with leeway allowed for independent judgment. Does related work as required.

TYPICAL WORK ACTIVITIES

Supervises operations, maintenance and repairs of one or more of the division’s major functions, such as leak detection, building maintenance and equipment maintenance.

Assists in the supervision of the maintenance and operations of a large water distribution system, including monitoring and repair of pumping stations, monitoring instrumentation equipment, monitoring water tanks, monitoring chemical feed facilities and maintenance and repair of control valves.

Assists in the supervision of contractors working on various department projects.

Schedules crew assignments, inspects work sites, investigates complaints and prepares reports of actvities.

Assists in estimating costs for proposed projects and water distribution systems construction.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Thorough knowledge of the principles, practices, materials and equipment used in the operation and maintenance of water distribution systems.

Thorough knowledge of the principles and practices of water system operations and mechanical equipment repairs.

Good knowledge of the principles and practices of supervision.

Ability to plan and schedule operational and maintenance work.

Ability to read plans, specifications, and maps as they relate to the supervision of work of the division.

 

MINIMUM QUALIFICATIONS

Promotion:

Two (2) years of permanent non-competitive class status in the title of Assistant Water Maintenance Supervisor or Water Systems Engineering Technician.

 

OPEN COMPETITIVE

 

  1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate’s degree or higher in Engineering Science or a closely related field and three (3) years of full-time paid experience, or its part-time equivalent, in the operation and maintenance of a water supply system, two (2) years of which must have been in a supervisory capacity; or

B) Five (5) years of full-time paid experience, or its part-time equivalent, in the operation and maintenance of a water supply system, two (2) years of which must have been in a supervisory capacity.

Special Necessary Requirement: Possession of NYS Department of Health Water Operator II B certification.
