DISTINGUISHING FEATURES OF THE CLASS

 

This is an engineering and supervisory position involving responsibility for the application of experience and skills in the construction, operations and maintenance of a large water distribution system. The incumbent is responsible for daily planning and supervising the operations of pumping stations, water storage facilities, regulating controls and the computer systems associated with a water distribution system. This position includes the responsibilities associated with the application of engineering principles and practices to insure that water distribution facilities of the utility are designed, constructed, renovated and maintained in a healthy and cost effective manner. This position is also responsible for the maintenance and procurement of the utility's fleet of vehicles. Supervision is exercised over a number of professional and technical personnel both inside and outside the organization as it relates to the water distribution system. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Directs and coordinates the operations and technical maintenance of a water distribution system.

Supervises and inspects the construction of water distribution system facilities as assigned.

Supervises the use of personnel and equipment to achieve constant and efficient water production and delivery.

Prepares reports of costs of operation and system activities.

Establishes and implements a preventive maintenance schedule including pumping stations, electrical equipment, motors, distribution meters, storage tanks, instrumentation, vehicles and related equipment.

Coordinates with consulting engineers, contractors, and agencies concerning improvements and changes to the water distribution system as assigned.

Devises new process applications and equipment improvements to effect improved operations.

Supervises programming, operation, and maintenance of a computerized control system that includes radio telemetry.

Supervises studies of the distribution system to analyze and develop computer hydraulic models to project future system requirements.

Supervises tests and calibration of hydraulic measuring equipment.

Personally supervises major emergency repairs to assigned water distribution facilities.

Reviews daily pumping, water storage, water quality and electrical consumption to maximize water system operation.

Manages outside professional and contractual services in the areas of engineering, construction, trades and personal services related to facilities maintenance.

Supervises personnel engaged in pumping operations, maintenance, repairs and construction.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Thorough knowledge of modern principles and practices of hydraulic engineering as applied to the design and construction of water pumping and delivery operations;

Thorough knowledge of the principles of sanitary engineering as related to water production;

Thorough knowledge of the equipment and methods used in large scale water distribution and pumping facilities;

Good knowledge of facilities systems including heating, ventilation, air

conditioning, electrical, structural and architectural;

Ability to establish and maintain good working relationships with consulting engineers, contractors, public officials and others in regard to distribution systems assigned.

Ability to plan and implement work on major water facilities to assure continued water supplies;

Ability to coordinate the work of employees in varying activities;

Ability to interact effectively with various department heads and supervisors.

Physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

 

Promotional:

Two years of permanent, competitive-class status in the title of Assistant Water Distribution Manager.

 

Open-Competitive:

 

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in engineering; or,

B. Four (4) years of experience, or its part time equivalent, as a professional engineer or in the operation of a water distribution system program serving 1,000 people or more, which includes the supervision of the operation and maintenance programs for the system.
