DISTINGUISING FEATURES OF THE CLASS
The work involves responsibility for performing highly skilled engineering work in the management of the City of Syracuse Water Department. An employee in this class applies engineering skills and knowledge in connection with the distribution, planning, construction, maintenance and inspection of water system projects. Under the general direction of an administrative superior, an incumbent in this class has wide latitude for the exercise of independent judgment and initiative in all phases of projects, from initial planning to completion. Work in progress is reviewed through status discussions and upon completion by observing the project in operation. Supervision is exercised over all engineering staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans and oversees the entire water distribution system improvements, water system facilities, UV equipment maintenance and operation, including specialized projects such as pipelines, meter pits, chlorination facilities, acceptance testing, generating equipment, pumping stations and tanks.
Performs difficult engineering trouble shooting activities to resolve problems in the maintenance and updating of water systems including hydraulic evaluation, water system control, pressure regulation, piping layouts and pumping stations. Conducts field visits to review areas of proposed projects and construction work in progress.
Oversees staff in studies of the water system to analyze and develop computer hydraulic models to project future system requirements.
Oversees staff in the tests and calibration of the hydraulic measuring equipment.
Reviews and recommends actions or construction contract change orders.
Prepares engineering estimates for preliminary cost factors and quantities of materials to be used.
Oversees the management of outside professional and contractual services in the areas of engineering, construction, trades and personal services related to facilities maintenance.
Develops and/or reviews drawings and specifications for water facilities. Reviews shop drawings and contractor submittals.
Computes, documents and reviews computer generated reports, designs and spreadsheets.
Supervises contractors and inspects work in progress to ensure compliance with specifications.
Calculates contractual expenses, reviews contractor pay applications and recommends payments with engineering and related mathematical computations.
Supervises, manages and directs engineers, engineering technicians and construction project representatives.
FULL PERFORMANCE KNOWLEDGES SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of modern principles and practices of hydraulic engineering as applied to the design and construction of water pumping and delivery operations.
Comprehensive knowledge of the principles and practices of civil engineering as it relates to water systems.
Comprehensive knowledge of the design and construction of public works facilities relating to water systems.
Good knowledge of the principles and practices of supervision.
Good knowledge of civil engineering mathematics as it relates to water systems.
Skill in the use of engineering instruments and equipment.
Skill in the use of computers relating to spreadsheets, computer assisted design and drafting (CADD), hydraulic models and geographic information systems (GIS).
Ability to plan, design and supervise civil engineering projects in the field of water facilities.
Ability to inspect and control the construction of projects to ensure adherence to specifications.
Ability to supervise, manage and direct the work of technical subordinates.
MINIMUM QUALIFICATIONS
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in Engineering and six (6) years of professional level engineering work experience, or its part time equivalent, two (2) years of which must have been in the operation or design of a public water system; or,
Ten (10) years of professional level civil engineering work experience, or its part time equivalent, two (2) years of which must have been in the operation or design of a public water system; or,
An equivalent combination of training and experience as defined by the limits of (A) and
(B) above.
