ASSISTANT DIVISION ENGINEER (WATER)
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for monitoring the water quality of the City of Syracuse distribution system, inclusive of Skaneateles Lake and the reservoir network, as well as Watershed management and water treatment plant supervision. The work is carried out in accordance with applicable scientific, technical, and engineering procedures applied to water sampling and analysis, productivity and eutrophication, Watershed management and water treatment. Work is performed under the general supervision of the Division Engineer (Water) with leeway allowed for the exercise of independent judgment in carrying out the technical details of the work. Direct supervision is exercised over a number of subordinate personnel engaged in water treatment and watershed inspection. Does related work as required.
TYPICAL WORK ACTIVITIES
Monitors water quality of Skaneateles Lake and city reservoir network by collecting and examining water samples to determine level of algae present in system.
Recommends proper dose of algaecide in reservoirs and supervises application of same upon identifying type and amount of algae presence.
Composes technical reports pertaining to algae analyses, water quality and watershed management of city water system on a monthly and yearly basis.
Supervises the Skaneateles watershed management program to ensure that no waste or wastewater is disposed in violation of applicable sanitary codes.
Reviews plans of proposed sewage disposal facilities for individual residences and subdivisions, observes their operations, and evaluates malfunctions for review and resolution by appropriate city and/or county state agencies.
Supervises the collection and proper disposal of waste from privies, on the watershed and plans for the gradual reduction of residences dependent upon the service.
Supervises water treatment for the City of Syracuse inclusive of operations personnel, tests performed, and maintenance of instruments, equipment, buildings and grounds used in the process.
Directs water treatment plant operation in emergency situations.
Collects and analyzes water samples from any point in the distribution system where taste or odor problems develop.
Collects and interprets data pertaining to analysis of city water system by other governmental agencies.
FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of principles, practices and equipment used in determining water quality;
Thorough knowledge of principles and practices of limnology;
Thorough knowledge of principles and practices of engineering as applied to watershed management;
Good knowledge of principles, practices, and methods of operation at a Type B water treatment plant.
Good knowledge of principles and practices of laboratory instrumental analysis
Good knowledge of principles and practices of supervision.
Skill in the use of such laboratory equipment as Kemmerer Water sampler Foerst water centrifuge, microscope, turbidimeter, amperometric, titrator, and pH meter.
Ability to review plans for sewage disposal systems to ensure conformity with accepted methods of disposal.
Ability to compose narrative, technical reports.
Ability to analyze laboratory results from tests.
Ability to supervise in a manner conducive to full performance and high morale.
A Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree in bacteriology, biology, chemistry, civil engineering or a field closely related to the aforementioned and one (1) year of full time work experience in analysis and treatment of water; or,
B Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's Degree in bacteriology, biology, chemistry or water science technology, civil engineering technology or a field closely related to the aforementioned and three (3) years of full time work experience in analysis and treatment of water, one (1) year of which must have been involved in watershed management; or,
C Five (5) years of full time work experience in analysis and treatment of water, two (2) years of which must have been in watershed management; or,
D A satisfactory equivalent combination of training and experience as defined by the limits of (A), (B), and (C).
NOTE: Within one (1) year of appointment, possession of a Grade I-B certification under Part II or Chapter 1, State Sanitary Code for the facility to be operated and certification as a Pesticide Applicator in the category of Aquatic Pesticide issued by the New York State Department of Environmental Conservation.
