DISTINGUISHING FEATURES OF THE CLASS

 

The work involves control over and responsible charge of a Type A water treatment facility (as defined by New York State Sanitary Code) and depending on assignment, any related distribution facility. Employees in this class are responsible for total control of the facilities subject to the general direction of an administrative superior who allows leeway for the exercise of independent judgment in carrying out technical details of the work. Supervision is exercised over the work of plant operation, maintenance, laboratory, custodial, grounds keeping, and/or motor equipment operations personnel. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Supervises and directs the production operation of finished water, inclusive of filtration, chemical treatment, laboratory surveillance, quality control, pumping and water treatment plant maintenance, by review of operation reports, discussion of daily activities, and on site inspection to give advice and guidance to subordinate personnel to maintain efficiently the production of finished water, at the required capacity and quality for distribution facilities.

Plans and programs production facilities to deliver treated water to customers and to maintain adequate level of stored water by anticipating customer demand.

Interacts with regulatory agencies, consulting engineers, contractors, sales representatives, consumers and the public in the planning, protection, maintenance, expansion or modification of facilities.

Consults and corresponds with local, state, and federal regulatory agencies regarding rules, regulations, and licensing which apply to a potable water producing facility and employees therein.

Writes operation directives regarding compilation and graphing of chemical usage, in-plant use of water, power and fuel as related to costs per gallon of water treated.

Gathers narrative and numerical information to be utilized by administration in developing an annual budget.

Reviews and/or approves employee work schedules, leave requests, overtime requirements, as well as requests for the purchase of materials and supplies.

Initiates discipline as necessary, recommends increases or decreases in staff, and interviews for the purpose of determining employability.

Plans and implements maintenance programs for water treatment plants and water treatment equipment therein.

Initiates training of water treatment plant personnel and trades or maintenance personnel and may execute same by assessing training needs and planning ways to meet those needs.

Reviews, approves, or evaluates only, depending upon matter to be reviewed, plans, specifications, or theories and procedures of water treatment or water treatment plant construction by reading and understanding technical literature or applying water treatment theories and procedures against proven standards.

Composes reports to supervisor which discuss water quality, water production costs, and other matters germane to water production and distribution.

May write in house job descriptions and answer employee grievances.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Comprehensive knowledge of principles and practices of the safe and efficient operation of a Type A water treatment plant (as defined by New York State Sanitary Code).

Thorough knowledge of principles, practices, and equipment used in the operation, maintenance and repair of a Type A water treatment plant and related distribution facilities.

Thorough knowledge of principles and applications of physics, chemistry, and bacteriology as they relate to water purification.

Good knowledge of the principles and practices of supervision.

Ability to plan and supervise the work of others.

 

 

MINIMUM QUALIFICATIONS

 

Promotion:

 

Two (2) years of permanent competitive class status as a Principal Water Plant Operator (Type A Plant) or two (2) years of permanent competitive class status as a Water Quality Manager.

MINIMUM QUALIFICATIONS, Cont.

 

Open Competitive:

 

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in engineering or a natural or physical science and two (2) years of work experience, or its part time equivalent, in the actual operation of a water treatment plant with facilities for filtration; or,

B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate's in applied science degree in environmental health technology or public health technology and five and one half (5 1/2) years of work experience as defined in (A) above; or,

C. Possession of a New York State Professional Engineer's license and one (1) year of work experience as defined in (A) above; or,

D. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate's in applied science degree in a natural or physical science and eight (8) years of work experience as described in (A) above.

 

SPECIAL NECESSARY REQUIREMENT

 

Possession of a grade I-A operator certificate issued under Subpart 5-4 of the New York State Sanitary Code for the facility to be operated.
