DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for assisting the Commissioner of Syracuse Water in the overall operation of the
department. The position is a confidential position and deals directly with the Commissioner of Water. The employee is
responsible for the oversight of the day to day operation and administrative policies established by the Commissioner. In
the absence of the Commissioner, a deputy may have complete charge of department operations and direction of
personnel. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists the Commissioner in program development and in formulation of department policy.
Oversees the administration of comprehensive staff development programs for department employees.
Assists the Commissioner in the public relations aspect of the department and in interpreting the work of the department
to the community.
Manages the road restoration throughout the City.
Assists in the management of personnel including hiring and firing.
Supervision is exercised in discussion with the Commissioner over operations and activities of the operation.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of effective organization and management principles and practices.
Good knowledge of the organizational structure, goals and objectives of the agency, as well as specific programs and
operations.
Good knowledge of pertinent laws, rules, regulations and procedures governing the operation of the agency, and of
specific programs.
Ability to conduct interviews and to establish and maintain effective relationships with staff and program officials.
Ability to identify, recognize and develop solutions to managements and organizational problems.
Ability to support recommendations both orally and writing to supervisory and affected program staff.
MINIMUM QUALIFICATIONS
A. Graduation from a regionally accredited or New York State registered college or university with a master's degree or higher and four (4) years of management work experience, or its part time equivalent, in directing an organization or organizational segment; or,
B. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and six (6) years of professional work experience, or its part time equivalent, in personnel management or contract administration, two (2) years of which must have been in a supervisory capacity; or,
C. Ten (10) years of work experience, or its part-time equivalent, as described (A) or (B) above.
D. An equivalent combination of education, training and experience as defined by the limits of (A), (B) and (C).
