DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for coordinating and administering several activities necessary to the effective and efficient operation of the Department of Transportation. The activities are associated with overseeing the department’s service request system, managing various service contracts, researching and investigating claims, and monitoring of policies and procedures when interacting with the public and elected officials. The employee exercises independent judgment in the approach and methodology used in accomplishing an assigned task. Assignments are received verbally and in simple narrative form from the Assistant Commissioner of Transportation. Work is reviewed through conference and submission of narrative and simple statistical reports on the status and results of assigned activities. Supervision is exercised over subordinate staff. Certain assignments made to employees in this class will require reasonable access to transportation to meet fieldwork requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.
TYPICAL WORK ACTIVITIES
Oversees all service requests that are addressed to the Department of Transportation.
Responds in writing to requests from elected officials and the general public and categorizes and codes all service requests for future use by the department.
Manages various contracts for service including verifying and authorizing payment to contractors.
Supervises and trains staff to insure that department procedures and policies are being followed.
Performs research and investigative work for information requests and claims against the department.
Maintains and organizes various departmental records for active and inactive storage.
Selects and hires seasonal staff for the department.

Good knowledge of the operations and functions of the Department of Transportation.
Good knowledge of the New York State Vehicle and Traffic Law.
Good knowledge of the principles, practices and methods employed in investigative work.
Good knowledge of the function, structure and interface of local governments.
Good knowledge of the Onondaga County highway system and its major routes and geographic area.
Good knowledge of the techniques and practices of verbal and written communication.
Working knowledge of the principles, practices and methods used in research activities.
Ability to elicit information in interviews.
Ability to establish and maintain harmonious relationships with elected officials, governing bodies, fellow employees and the general public.
Ability to supervise employees.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Two (2) years of permanent competitive class status in the title of Senior Motor Equipment Dispatcher.
Five (5) years of work experience, or its part time equivalent, in an administrative, managerial or supervisory capacity in governmental operations, which must have involved work in an investigative or research capacity.
